Jiang Zemin's speech at the ceremony celebrating the 80th anniversary
of the founding of the Communist Party of China
Jiang Zemin July 2, 2001, 10:20 AM
Comrades, friends:
Today, we gather here to celebrate the 80th anniversary of the founding of the Communist Party of China with people of all ethnic groups across the country, and to look forward to the bright future of China and the world with all peace-loving and progress-seeking people around the world.
Eighty years ago, when the Communist Party of China was founded, it had only fifty-odd members and faced a China deeply afflicted by disaster. Today, eighty years later, our Party has become a major party with over 64 million members, ruling the country for more than fifty years, and the Chinese people now enjoy a thriving socialist motherland. This tremendous change is a historical miracle in the development of the Chinese nation.
Looking back on the Party and the people's struggles in the last century, we feel immense pride and honor. Looking ahead to the Party and the people's great journey in the new century, we are filled with unwavering confidence and strength.
I. The Achievements and Basic Experiences of the Communist Party of China Over the Past Eighty Years
The people are always forging ahead through the movement of social contradictions. They are also always seeking, revealing, and developing the truths that guide their progress through the practice and comparison of historical activities.
Eighty years ago, amidst the magnificent struggle of the Chinese people of all ethnic groups against imperialism and feudalism, and in the surging movement of the world proletarian revolution, the Communist Party of China was founded. This was the inevitable result of the development of social contradictions and the deepening of the people's struggle in modern China.
After 1840, due to the invasion of Western powers, China gradually became a semi-colonial and semi-feudal society, and the Chinese people suffered from the dual oppression of imperialism and feudalism. The national and social crises were unprecedentedly profound. Beginning with the Opium War, through the Taiping Rebellion, the Hundred Days' Reform, and the Boxer Rebellion, the Chinese people waged an unyielding struggle, with countless patriots tirelessly exploring ways to save the nation and its people. Each of these struggles and explorations, under specific historical conditions, propelled China's progress, but each time failed. The Xinhai Revolution, led by Sun Yat-sen, overthrew the monarchical system that had ruled China for thousands of years, which was of great significance to the progress of Chinese society, but it also failed to change the semi-colonial and semi-feudal nature of China and the tragic fate of its people.
Facts have shown that the self-strengthening movement and reformism that did not touch the feudal foundations, old-style peasant wars, the democratic revolution led by the bourgeois revolutionaries, and other schemes that simply copied Western capitalism, could not accomplish the national mission of saving the country and the historical task of opposing imperialism and feudalism. China looked forward to new social forces seeking advanced theories to pave the way for national salvation and the well-being of the people.
Just then, in 1917 and 1919, two major events occurred in Russia and China: the October Revolution in Russia and the May Fourth Movement in China. The thunderous cannons of the October Revolution brought the advanced theory of Marxism-Leninism to China. Beginning with the May Fourth Movement, the Chinese working class emerged as an advanced social force, while a group of progressive intellectuals raised the banner of democracy and science, paving the way for the spread of new ideas and theories in China. In 1921, in the process of combining Marxism-Leninism with the Chinese workers' movement, the Communist Party of China was born.
From then on, the great mission of leading the anti-imperialist and anti-feudal revolutionary struggle, striving for national independence and people's liberation, and realizing the rejuvenation of China historically fell upon the Chinese Communist Party. The Chinese revolution entered a brand-new stage of development.
From the Opium War to the founding of the Communist Party of China, and from the founding of the Communist Party of China to the present, China has experienced two drastically different eighty-year periods. In the first eighty years, feudal rulers humiliated the nation, society was plagued by constant war, the country was impoverished and weak, and the people suffered from hunger and cold. In the latter eighty years, under the leadership of the Communist Party of China, the Chinese people united and organized like never before, overcoming numerous difficulties and achieving continuous victories in revolutionary struggles. After the founding of the People's Republic of China, the economy and society developed rapidly, the country became increasingly prosperous, and the people's social status, material living standards, and cultural and educational levels significantly improved. From this comparison of the two eighty-year periods, the Chinese people and all patriotic forces of the Chinese nation deeply realize that China's ability to achieve a great historical transformation from its most tragic circumstances to a bright future is due to the leadership of the Communist Party of China. Without the Communist Party, there would be no new China. With the Communist Party, China's face has been completely transformed. This is the most fundamental and important conclusion that the Chinese people have drawn from their long struggle.
The glorious years and achievements of our Party in leading the people through struggle over the past eighty years are like a magnificent and colorful scroll, unfolding before the world.
We completed the tasks of the New Democratic Revolution, achieving national independence and the liberation of the people. Through the Northern Expedition, the Agrarian Revolutionary War, the War of Resistance Against Japan, and the War of Liberation, we defeated the aggression of Japanese militarism, overthrew the reactionary rule of the Kuomintang, and established the People's Republic of China. The Chinese people stood up, and the development of the Chinese nation entered a new historical era.
We established the socialist system, realizing the most extensive and profound social transformation in Chinese history. We creatively achieved the transition from New Democracy to Socialism, fully establishing the basic socialist system and enabling this major Eastern power, accounting for a quarter of the world's population, to enter socialist society. This was a tremendous leap forward in China's social transformation and historical progress, and it also greatly supported and advanced the cause of socialism worldwide.
We pioneered the cause of building socialism with Chinese characteristics, opening the correct path to realizing the great rejuvenation of the Chinese nation. Marked by the Third Plenary Session of the 11th Central Committee of the Communist Party of China, our country entered a new period in the development of socialism. Based on long-term socialist construction, we summarized domestic and international historical experiences, and through arduous exploration, implemented the new policy of reform and opening up, establishing the Party's basic theory, basic line, and basic program for the primary stage of socialism. Amidst the serious setbacks in world socialism and the rapid changes in domestic and international circumstances, our Party remained steadfast and unwavering, and socialism in China demonstrated vigorous vitality and dynamism.
We have established a people's democratic dictatorship, and the Chinese people have taken control of their own destiny. China is an ancient civilization with a history of over five thousand years, but the people truly becoming masters of their own destiny, the nation, and society, only became a reality after our Party came to power. This represents a fundamental change in the social and political status of the Chinese people. China has achieved a great leap from thousands of years of feudal autocracy to people's democratic politics.
We have established an independent and relatively complete national economic system, and our economic strength and overall national power have significantly increased. In just over half a century, we have not only transformed the impoverished and backward state of old China, but also established a comprehensive modern industrial system. Since the founding of the People's Republic of China, our GDP has increased fifty-six times. Our economic strength, national defense strength, and scientific and technological strength have significantly increased, and many aspects of industry, agriculture, national defense, and science and technology have entered the world's advanced ranks. More than 1.2 billion Chinese people have not only solved the problem of food and clothing, but have also generally achieved a moderately prosperous life.
We have continuously developed socialist culture, enriching the spiritual lives of the people nationwide. We uphold the guiding role of Marxism, educate the people with patriotism, collectivism, and socialism, and vigorously promote the building of socialist spiritual civilization. We persist in carrying forward the excellent cultures of all ethnic groups in the country, actively absorbing the advanced achievements of civilizations around the world, and promoting the ever-growing prosperity of socialist culture. The ideological, moral, educational, scientific, and cultural qualities of the people nationwide have continuously improved, showcasing a new spiritual outlook of the Chinese nation to the world.
We have completely ended the fragmented state of old China, achieving a high degree of national unity and unprecedented solidarity among all ethnic groups. We have abolished the unequal treaties imposed by Western powers and all imperialist privileges in China. The feudal separatist regime is gone forever. The 56 ethnic groups share the same breath, destiny, and heart, forming socialist ethnic relations of equality, unity, and mutual assistance. All political parties and people's organizations are united as one, sharing weal and woe. All socialist workers, patriots who support socialism, and patriots who support the reunification of the motherland have formed the broadest patriotic united front for the unification and prosperity of the motherland. The victorious return of Hong Kong and Macao to the motherland has fulfilled the long-cherished wish of the entire nation. Exchanges between compatriots on both sides of the Taiwan Strait are constantly strengthening, and the final resolution of the Taiwan issue and the completion of the reunification of the motherland will surely be achieved.
We forged a people's army under the absolute leadership of the Party and established a solid national defense. We pioneered the revolutionary path of encircling the cities from the countryside and seizing power by armed force. With the people's army as its backbone, relying on and arming the people, and consistently educating our commanders and soldiers with the Party's theories and program, we defeated domestic and foreign enemies with superior equipment and exceptional brutality after a protracted revolutionary war. The People's Liberation Army has always adhered to the principle of serving the people wholeheartedly, playing a vital role in consolidating national defense, resisting aggression, safeguarding the socialist system and the peaceful labor of the people, and participating in national socialist construction. Our national defense has been continuously strengthened, and the revolutionary, modern, and regularized construction of the army has been continuously advanced. The People's Liberation Army, led by our Party, is a strong pillar of the people's democratic dictatorship, an iron wall protecting the motherland, and an important force in socialist construction.
We adhere to an independent foreign policy of peace, making significant contributions to the noble cause of world peace and development. We have completely ended China's history of humiliating diplomacy since modern times, effectively safeguarding national sovereignty, security, and dignity. We actively advocate and uphold the Five Principles of Peaceful Coexistence, resolutely oppose hegemonism and power politics that prey on the weak, adhere to principles, support fairness and justice, strive to safeguard the legitimate rights and interests of developing countries, and promote the establishment of a just and equitable new international political and economic order. Socialist China's international status and influence are growing daily.
The facts fully prove that the Communist Party of China is indeed a great, glorious, and correct Marxist party, and the core force leading the Chinese people to continuously create new undertakings.
The remarkable achievements of the Chinese revolution, construction, and reform are the result of the joint efforts of all ethnic groups in the country, the result of the unremitting efforts of all patriots in modern China, and the result of the selfless dedication of generations of Chinese Communists.
We deeply cherish the memory of the late veteran proletarian revolutionaries, including Mao Zedong, Zhou Enlai, Liu Shaoqi, Zhu De, Deng Xiaoping, and Chen Yun, who made significant contributions to China's revolution, construction, and reform, and to the establishment, consolidation, and development of the Communist Party of China. We deeply cherish the memory of the revolutionary martyrs who bravely sacrificed their lives to establish, defend, and build the new China, and we deeply cherish the memory of all the pioneers who fought for the independence and liberation of the Chinese nation since modern times. Their great achievements for the motherland will be forever remembered in history!
The people are the true creators of history. On behalf of the CPC Central Committee, I extend my highest respect to the workers, peasants, and intellectuals of the whole country; to all democratic parties, people's organizations, and patriotic people from all walks of life; and to the Chinese People's Liberation Army, the Armed Police Force, and public security officers! I extend my cordial greetings to our compatriots in the Hong Kong Special Administrative Region, the Macao Special Administrative Region, and Taiwan, as well as to the vast number of overseas Chinese! I express my heartfelt gratitude to all the peoples and friends of all countries who have lived in friendship with us and have cared for and supported the cause of the Chinese revolution, construction, and reform!
The past eighty years of the Communist Party of China have been eighty years of continuously pursuing truth and pioneering innovation by combining Marxism-Leninism with Chinese practice; eighty years of continuous hard work and striving for national liberation, national prosperity and people's happiness; and eighty years of constantly undergoing tests and growing stronger in order to fulfill the historical mission it shoulders.
Eighty years of practice have taught us that we must always adhere to the principle of combining the basic tenets of Marxism with China's specific realities, uphold the guidance of scientific theory, and unswervingly follow our own path. This is the most fundamental lesson learned from summarizing the history of our Party. Marxism is a powerful ideological weapon for us to understand and transform the world, and a guide to action for the Chinese revolution, construction, and reform. Marxism is not dogma; it only possesses strong vitality when correctly applied to practice and continuously developed in practice. The first generation of central leadership with Comrade Mao Zedong at its core and the second generation with Comrade Deng Xiaoping at its core led our Party to adhere to the principle of closely combining the basic tenets of Marxism-Leninism with China's specific realities, forming Mao Zedong Thought and Deng Xiaoping Theory. These two major theoretical achievements are Marxism adapted to Chinese conditions, embodying not only the basic tenets of Marxism-Leninism but also the excellent thought of the Chinese nation and the practical experience of the Chinese Communists. It is precisely because of the guidance of Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory that our Party has been able to lead the people to overcome all difficulties and setbacks and achieve one victory after another. Deng Xiaoping Theory is a great crystallization of the practical experience and collective wisdom of the Party and the people. It represents the best inheritance and creative development of Mao Zedong Thought under new historical conditions, making a significant contribution to opening up a new chapter in China's socialist cause. All Party members, holding high the great banner of Deng Xiaoping Theory, continue to study new situations and solve new problems, comprehensively and creatively advancing the great cause of building socialism with Chinese characteristics. In this new historical period, adhering to Marxism-Leninism and Mao Zedong Thought hinges on consistently using Deng Xiaoping Theory to observe the world and contemporary China, continuously summarizing practical experience, constantly making new theoretical generalizations, and continuously forging ahead.
Eighty years of practice have taught us that we must always rely closely on the people, wholeheartedly serve their interests, and draw inexhaustible strength from them. Maintaining close ties with the people is the fundamental guarantee for our Party to overcome various difficulties and risks and continuously achieve success in its cause. At any time and under any circumstances, our stance of sharing the same breath and destiny with the people must not change, our tenet of wholeheartedly serving the people must not be forgotten, and our historical materialist view that the masses are the true heroes must not be abandoned. We must always take embodying the will and interests of the people as the starting point and ultimate goal of all our work, and always take relying on the wisdom and strength of the people as the fundamental working principle for advancing our cause.
Eighty years of practice have also taught us that we must always consciously strengthen and improve Party building, continuously enhance the Party's creativity, cohesion, and fighting capacity, and forever maintain the Party's vitality. The key to managing China's affairs well lies with our Party. We must combine the development of the situation with the Party's central tasks, and continuously strengthen Party building. We must be good at summarizing experiences, upholding the truth, correcting mistakes, and remaining modest and prudent. We must have the courage to face up to the problems existing in the ranks of Party members and cadres, and rely on all Party members and the masses to continuously solve them. This is the fundamental way to maintain the Party's vitality. We must continue to focus on the fundamental question of what kind of party to build and how to build it under the new historical conditions, further address the two major historical tasks of improving the Party's governing capacity and leadership level, and enhancing its ability to resist corruption and prevent risks, and comprehensively advance the new great project of Party building.
Summarizing the 80-year struggle and basic experience, and looking forward to the arduous tasks and bright future of the new century, our Party must continue to stand at the forefront of the times and lead the people to victory. In short, this means that we must always represent the development requirements of China's advanced productive forces, the direction of China's advanced culture, and the fundamental interests of the broadest masses of the Chinese people.
II. Correctly understand and fully implement the requirements of the "Three Represents"
In the new century, continuing to advance modernization, achieving national reunification, and safeguarding world peace and promoting common development are the major historical tasks shouldered by our Party. Faced with profound changes in the domestic and international situation, our Party must keep pace with the trend of world progress, unite and lead the people of all ethnic groups across the country to seize opportunities and meet challenges, and successfully complete these three historical tasks. To achieve this, we must unswervingly implement the requirements of the "Three Represents." The "Three Represents" are the foundation upon which our Party is founded, the basis of its governance, and the source of its strength. They are also the fundamental requirements for us to comprehensively advance Party building, continuously promote theoretical, institutional, and technological innovation, and constantly achieve new victories in building socialism with Chinese characteristics in the new century.
Our Party must always represent the development requirements of China's advanced productive forces. This means that the Party's theories, lines, programs, principles, policies, and all its work must strive to conform to the laws of productive force development, reflect the requirements of continuously promoting the liberation and development of social productive forces, and especially reflect the requirements of promoting the development of advanced productive forces, so as to continuously improve the living standards of the people through the development of productive forces.
Productive forces are the most active and revolutionary factor, and the ultimate determining force in social development. The contradiction between productive forces and relations of production, and between the economic base and the superstructure, constitutes the fundamental contradiction of society. The movement of this fundamental contradiction determines the changes in the nature of society and the direction of its socio-economic, political, and cultural development. The fundamental difference between socialism and capitalism lies in the fact that their relations of production and superstructures are different. The establishment and continuous improvement of the socialist system has opened up a broad path for the liberation and development of productive forces in our country. Regardless of the type of relations of production or superstructure, they must develop along with the development of productive forces. If they fail to adapt to the requirements of the development of productive forces and become obstacles to the development of productive forces and social progress, then adjustment and transformation are inevitable.
Keenly grasping the development trends and requirements of my country's social productive forces, adhering to the central task of economic development, and continuously promoting the development of advanced productive forces through formulating and implementing correct lines, principles, and policies, and taking concrete steps, is the fundamental manifestation and requirement for our Party to always stand at the forefront of the times and maintain its advanced nature.
Our Party, as the vanguard of the working class, emerged onto the historical stage as the representative of China's advanced productive forces. The New Democratic Revolution led by our Party aimed to abolish imperialist privileges in China, eliminate the exploitation and oppression of the landlord class and the bureaucratic bourgeoisie, change the comprador-feudal relations of production, and transform the corrupt political superstructure built upon this economic base, establishing a new political superstructure with the people's democratic dictatorship at its core, fundamentally liberating the bound productive forces. After the founding of New China, our socialist transformation of agriculture, handicrafts, and capitalist industry and commerce was aimed at establishing socialist relations of production and further improving the socialist superstructure on this economic basis to continue liberating and developing the productive forces. Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, our reform and opening-up policy, adjusting and reforming parts of the socialist relations of production that were incompatible with the development of productive forces, and adjusting and reforming parts of the socialist superstructure that were incompatible with the economic base, was also aimed at further liberating and developing the productive forces. For more than twenty years, we have boldly explored, courageously practiced, and continuously promoted economic system reform, political system reform, and other reforms, greatly liberating and developing my country's social productive forces and driving tremendous changes in my country's economic development and social progress.
The fundamental task of socialism is to develop productive forces, enhance the comprehensive national strength of socialist countries, continuously improve people's lives, and constantly demonstrate the superiority of socialism over capitalism. At each historical stage of socialist society, it is necessary to continuously promote the self-improvement and development of the socialist system through timely reforms, in accordance with the requirements of economic and social development, so as to ensure the socialist system is full of vitality. All Party members must firmly establish the basic viewpoints and consciousness of socialist reform and development.
The development of human society is a historical process in which advanced productive forces continuously replace backward ones. Socialist modernization must be built upon the foundation of developed productive forces. Our fundamental goal in striving for modernization is to cultivate advanced productive forces in our country through reform and development. All Party members, regardless of their position, must regularly examine and summarize their work to see if it conforms to the requirements of advanced productive forces. If it does, we must unswervingly uphold it; if not, we must realistically correct it. Only in this way can we fully embody the advanced nature and spirit of the times of Communists.
People are the most decisive force in productive forces. my country's working class, including intellectuals, is the fundamental force driving the development of my country's advanced productive forces. my country's peasantry and other working masses, closely united with the working class, are an important force driving the development of my country's social productive forces. Continuously improving the ideological, moral, scientific, and cultural qualities of workers, peasants, intellectuals, other working masses, and the entire people, continuously enhancing their labor skills and creative abilities, and fully unleashing their initiative and creativity, has always been the primary task that our Party must fulfill in representing the requirements of China's advanced productive forces development.
Science and technology are the primary productive force, and moreover, the concentrated embodiment and main symbol of advanced productive forces. The rapid advancement of science and technology has greatly propelled the development of global productivity and human economic and social progress. Future scientific and technological development will bring about new and significant leaps forward. We must keenly grasp this objective trend, always paying attention to closely integrating the advantages of our socialist system with the mastery, application, and development of advanced science and technology, vigorously promoting scientific and technological progress and innovation, continuously using advanced technology to transform and improve the national economy, and striving to achieve a leap forward in the development of our country's productive forces. This is an important responsibility that our Party, representing the demands of China's advanced productive forces development, must fulfill.
my country has made tremendous achievements in socialist modernization, but it remains in the primary stage of socialism. With a large population, a weak foundation, and uneven economic and cultural development, the overall situation of underdeveloped productive forces has not changed. Continuously liberating and developing productive forces remains our long-term central task. We must unswervingly develop advanced productive forces. Regarding some outdated modes of production that are incompatible with advanced productive forces and the demands of the times, we must neither simplistically reject them out of touch with reality nor adopt a complacent or backward attitude. Instead, we must base ourselves on reality, create conditions to transform, improve, and upgrade them, and through long-term efforts, gradually transform them into advanced and suitable modes of production.
Guided by the Party's basic theories, basic line, and basic program, we must continue to uphold and improve the basic economic system with public ownership as the mainstay and the common development of diverse forms of ownership; uphold and improve the socialist market economy system; uphold and improve the distribution system with distribution according to work as the mainstay and multiple forms of distribution; uphold and improve opening up to the outside world; uphold and improve the people's democratic dictatorship led by the working class and based on the worker-peasant alliance; uphold and improve the system of people's congresses and the system of multi-party cooperation, political consultation, and regional ethnic autonomy under the leadership of the Communist Party; actively and steadily promote political system reform; further expand socialist democracy; govern the country according to law; and build a socialist country under the rule of law. Through unremitting efforts, we will continuously improve the socialist relations of production and superstructure, and continuously open up broader avenues for the liberation and development of productive forces.
Our Party must always represent the direction of China's advanced culture. This means that the Party's theories, lines, programs, principles, policies, and all its work must strive to reflect the requirements of developing a socialist culture that is national, scientific, and popular, oriented towards modernization, the world, and the future. This will promote the continuous improvement of the ideological, moral, scientific, and cultural qualities of the entire nation and provide spiritual motivation and intellectual support for my country's economic development and social progress.
Socialist society is a society of all-round development and progress. The cause of socialist modernization is one in which material civilization and spiritual civilization complement and develop in a coordinated manner. All Party members must fully grasp the dialectical relationship between the two aspects of development, and while advancing material civilization, strive to advance socialist spiritual civilization. In contemporary China, developing advanced culture is developing a culture with Chinese characteristics, and it is building socialist spiritual civilization.
We must firmly grasp the development trends and requirements of China's advanced culture, adhere to Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory as our guide, base ourselves on the practice of building socialism with Chinese characteristics, and focus on the forefront of global scientific and cultural development. We must continuously develop a healthy, vibrant, and diverse socialist culture with Chinese style and characteristics to meet the growing spiritual and cultural needs of the people and guide them to be correctly armed and continuously improved ideologically and spiritually. This is also the fundamental manifestation and requirement of our Party always standing at the forefront of the times and maintaining its advanced nature.
The direction of culture we uphold and the culture we promote are the guiding principles and spiritual banners of a political party. For eighty years, our Party has held high the banner of advanced Chinese culture, striving to build and promote a new culture that reflects the demands of revolution, construction, and reform, while sweeping away the decadent and corrupt old culture left over from the old society and infiltrating from abroad. This has greatly liberated and inspired the vast number of cadres and the masses ideologically and spiritually, forming a correct guiding ideology and common ideal that unites the hearts and minds and unifies the will of the entire Party and the people of the whole country.
The fundamental task of developing socialist culture is to cultivate generation after generation of citizens with ideals, morality, culture, and discipline. We must arm people with scientific theories, guide them with correct public opinion, shape them with noble spirits, and inspire them with excellent works. We must uphold and consolidate the guiding position of Marxism, help people establish correct worldviews, outlooks on life, and values, strengthen their faith in Marxism, their belief in socialism, their confidence in reform and opening up and modernization, their trust in the Party and the government, and enhance their sense of self-reliance, competitiveness, efficiency, democracy and the rule of law, and pioneering and innovative spirit. We must adhere to the strategy of revitalizing the nation through science and education, further popularize education, improve the quality of education and the overall educational level of society; and vigorously develop scientific and cultural undertakings. We must strengthen the publicity and education of scientific knowledge, scientific methods, scientific thought, and scientific spirit. Promoting the main theme of socialist culture, adhering to serving the people and serving socialism, and implementing the policy of letting a hundred flowers bloom and a hundred schools of thought contend are important guidelines that must be followed in developing advanced culture. We must strive to master and develop various modern means of communication and actively promote the dissemination of advanced culture.
Strengthening socialist ideological and moral development is a crucial component and central element of developing advanced culture. It must be recognized that if we only focus on material interests and money, neglecting ideals and morality, people will lose their shared goals and proper behavioral norms. We must combine the rule of law with the rule of virtue to create a high moral and ideological foundation for maintaining good social order and customs. We must advocate patriotism, collectivism, and socialist ideology throughout society, opposing and resisting decadent ideologies such as money worship, hedonism, and extreme individualism, enhancing the national self-esteem, self-confidence, and pride of the people, and inspiring them to strive tirelessly for the rejuvenation of the Chinese nation.
Socialist culture has already taken a dominant position in our country. However, due to historical and contemporary reasons, some backward cultures with superstitious, ignorant, decadent, and vulgar characteristics still exist in society, and even some decadent cultures that erode people's spiritual world and harm the socialist cause. We must improve policies and systems, strengthen education and management, change customs and habits, strive to transform backward cultures, and resolutely prevent and resist the erosion of decadent cultures and various erroneous ideologies by people, gradually shrinking and eliminating the soil in which they breed.
Developing socialist culture requires inheriting and carrying forward all excellent cultural traditions, fully embodying the spirit of the times and creativity, and possessing a global perspective to enhance its appeal. We must actively inherit and carry forward the excellent cultural traditions of the Chinese nation, the revolutionary cultural traditions formed by the Party and the people since the May Fourth Movement, and all the advanced achievements of human civilization. Our country's thousands of years of history have left behind a rich cultural heritage; we should extract its essence and discard its dross, inheriting and developing it in conjunction with the spirit of the times, making the past serve the present. At the same time, we must actively engage in cultural innovation, strive to prosper advanced culture, and firmly attract hundreds of millions of people to the great banner of socialist culture with Chinese characteristics, in accordance with new practices and the demands of the times, and the needs of the people's spiritual and cultural life.
Our Party must always represent the fundamental interests of the broadest masses of the Chinese people. This means that the Party's theories, lines, programs, principles, policies, and all its work must take the fundamental interests of the people as the starting point and the ultimate goal, give full play to the initiative, enthusiasm, and creativity of the masses, and ensure that the people continuously obtain tangible economic, political, and cultural benefits on the basis of continuous social development and progress.
Serving the people wholeheartedly, upholding the principle of public service, and governing for the people are the fundamental differences between our Party and all political parties of the exploiting classes. At all times, we must adhere to the consistency between respecting the laws of social development and respecting the people's historical role as the main actors, the consistency between striving for lofty ideals and working for the interests of the broadest masses of the people, and the consistency between accomplishing the Party's various tasks and realizing the people's interests.
All the struggles our Party has waged over the past eighty years have ultimately been for the interests of the broadest masses of the people. During the revolutionary war years, the Party called upon all comrades to fight bravely for the victory of the revolution, fearless of sacrifice and relentlessly. After the founding of New China, the Party admonished all comrades to be modest and prudent, to guard against arrogance and impetuosity, and to always maintain the revolutionary spirit of hard work and struggle. In this new historical period, the Party requires all comrades to withstand the tests of reform and opening up and governance, and to lead the people in working diligently to achieve socialist modernization. All of this is for the continuous realization, safeguarding, and development of the interests of the broadest masses of the people, and to always maintain the Party's flesh-and-blood ties with the people.
The overall interests of the people are always composed of the specific interests of various sectors. All our policies, measures, and work should correctly reflect and facilitate the proper handling of various interest relationships, and should earnestly consider and take into account the interests of different strata and groups of people. However, the most important thing is to first consider and satisfy the interests of the vast majority of people. This is always related to the overall situation of the Party's governance, the overall situation of the country's economic, political, and cultural development, and the overall situation of the unity of all ethnic groups and social stability. The interests of the vast majority of people are the most crucial and decisive factor. This is a basic Marxist viewpoint, and leading organs and leading cadres at all levels must fully understand and earnestly practice it.
Our Party has always upheld the principle that the interests of the people are paramount. The Party has no special interests of its own apart from the interests of the broadest masses of the people. All the Party's work must be guided by the fundamental interests of the broadest masses of the people. All Party members must always adhere to the fundamental viewpoint of serving the masses and relying on the masses, uphold the Party's mass line, go deep into the masses and grassroots levels, listen to the voices of the people, reflect their wishes, and pool their wisdom to ensure that all decisions and work conform to reality and the demands of the people. All Party members and cadres must truly represent the people in exercising and using power effectively, and absolutely not be allowed to abuse power for personal gain or form vested interest groups. In the process of gradually achieving common prosperity for all the people of the country, Party members and cadres must correctly handle the relationship between those who get rich first and those who get rich later, and between personal wealth and common prosperity. All leading Party cadres should be the first to worry about the world's troubles and the last to enjoy its pleasures, putting hardship before enjoyment, and prioritizing supporting and helping the masses to become wealthy, rather than only considering their own enrichment, and certainly not using their power to seek illegitimate benefits. Leading cadres at all levels must always keep the safety and well-being of the people in mind, care about their hardships, and strive to do practical and good things for them. Leading organs and cadres at all levels should pay special attention to those people who are temporarily facing difficulties in their work and lives, placing their issues high on their agendas, giving them priority consideration, and resolving their problems effectively, ensuring their employment and livelihoods are well taken care of. Only by truly caring for and serving the people can we maintain our close ties with them and be invincible.
Representing the development requirements of China's advanced productive forces, the direction of China's advanced culture, and the fundamental interests of the broadest masses of the Chinese people, they are a unified whole, interconnected and mutually reinforcing. Developing advanced productive forces is the fundamental condition for developing advanced culture and realizing the fundamental interests of the broadest masses of the people. The people are the main creators of advanced productive forces and advanced culture, and also the fundamental force for realizing their own interests. Ultimately, the continuous development of advanced productive forces and advanced culture is all for the purpose of meeting the people's ever-growing material and cultural needs and continuously realizing the fundamental interests of the broadest masses of the people.
The "Three Represents" are fundamental requirements for our Party to maintain its advanced nature and always remain the strong leadership core in building socialism with Chinese characteristics. They are consistent with upholding Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory, and with adhering to the Party's vanguard nature as the working class and its tenet of wholeheartedly serving the people. All Party members must consistently integrate the comprehensive implementation of the "Three Represents" into all aspects of Party building and into the entire process of the Party leading the people in reform, opening up, and socialist modernization.
III. Strengthening and Improving Party Building in Accordance with the Requirements of the "Three Represents"
In a large, developing country like ours, with its many ethnic groups, the strong leadership of the Communist Party of China is essential to uniting the strength of over 1.2 billion people and advancing towards the goal of socialist modernization. Otherwise, we will become a disorganized, fragmented nation, failing not only in the face of modernization but also inevitably plunging into chaos. This conclusion is drawn from summarizing the course of China's development since modern times, and also from analyzing the experiences and lessons learned from the development of many other countries.
To uphold the Party's leadership, we must improve it. We must implement the Party's basic theories and basic line, and in accordance with the requirements of the "Three Represents," comprehensively and deeply strengthen and improve Party building, so that our Party will always remain at the forefront of the times in the historical process of profound changes in the world situation, always be the backbone of the people of the whole country in the historical process of responding to various risks and challenges at home and abroad, and always be a strong leadership core in the historical process of building socialism with Chinese characteristics.
Over the past eighty years, significant changes have occurred in our Party membership, the Party's position and environment, and the tasks it undertakes. Our Party has transformed from one leading the people in their struggle to seize national power to one leading the people in holding national power and governing for the long term; it has evolved from a party leading national construction under external blockade to one leading national construction under conditions of comprehensive reform and opening up. The number of new Party members has increased dramatically, and the cadre ranks have undergone continuous generational change, with a large number of young cadres assuming leadership positions. This has brought new vitality to the Party's development, but also presented new challenges.
All Party members must adhere to starting from new realities, study and solve major theoretical and practical problems facing Party building with a spirit of reform, so that the Party always maintains its advanced nature and purity, and is full of creativity, cohesion and fighting capacity.
To implement the requirements of the "Three Represents," we must adhere to the Party's ideological line of emancipating the mind and seeking truth from facts, vigorously promote the spirit of seeking truth from facts and daring to innovate, creatively advance the various tasks of the Party and the country, and continuously enrich and develop Marxism in practice.
Marxism is the fundamental guiding ideology for our Party and our country, and the common theoretical foundation for the unity and struggle of all ethnic groups in China. We must adhere to the basic principles of Marxism at all times; otherwise, our cause will lose its direction and fail due to the lack of a correct theoretical foundation and ideological soul. This is why we must always adhere to the basic principles of Marxism. Marxism possesses the theoretical quality of keeping pace with the times. If we disregard changes in historical conditions and current realities, and rigidly adhere to certain individual pronouncements and specific action programs made by classical Marxist writers under specific historical conditions and in response to specific circumstances, we will be unable to advance smoothly due to our thinking being divorced from reality, and may even make mistakes. This is why we must always oppose treating Marxist theory with a dogmatic attitude. Our Party has made mistakes and even encountered serious setbacks in some periods of history, the fundamental reason being that the guiding ideology at that time was divorced from China's reality. The fundamental reason why our Party has been able to correct mistakes, overcome setbacks, and continue to advance victoriously by relying on its own strength and the strength of the people is that it has restored and consistently implemented the ideological line of emancipating the mind and seeking truth from facts. Our Party has systematically summarized the lessons learned in this regard in the "Resolution on Certain Historical Issues" and the "Resolution on Certain Historical Issues of the Party Since the Founding of the People's Republic of China," which everyone must firmly remember. All Party members must adhere to the scientific principles and spirit of Marxism, be adept at grasping changes in objective circumstances, be good at summarizing the fresh experiences created by the people in practice, and continuously enrich and develop Marxist theory.
Marx, Engels, Lenin, Mao Zedong, and Deng Xiaoping have all set brilliant examples for us of integrating theory with practice and innovating theoretically. Marx and Engels extensively studied the intellectual materials of their predecessors, critically absorbing their achievements to form doctrines that surpassed their predecessors, creating a scientific ideological system for the liberation movement of the proletariat and all mankind. Lenin revealed the law of uneven economic and political development in world capitalism, proposed that socialist revolution could first succeed in one or a few countries, and led the October Revolution to victory. Comrade Mao Zedong combined the basic principles of Marxism-Leninism with the specific realities of the Chinese revolution, creating the theory of New Democratic Revolution, guiding the Chinese revolution to victory, and leading the Chinese people onto the socialist road. Comrade Deng Xiaoping summarized the experiences and lessons of socialist development at home and abroad, proposed the theory of building socialism with Chinese characteristics, and guided my country's socialist cause into a new period of vigorous development.
The history of the development of Marxism fully demonstrates that emancipating the mind and seeking truth from facts are powerful forces guiding social progress. Social practice is constantly evolving, and our ideological understanding should also continuously advance. We should be courageous and adept at innovating based on the demands of practice. We must adhere to the principle that practice is the sole criterion for testing truth, and under the guidance of the Party's basic theories, proceed from reality in everything we do. We must consciously liberate our thinking from outdated concepts, practices, and systems, from erroneous and dogmatic understandings of Marxism, and from the shackles of subjectivism and metaphysics. We must maintain a scientific attitude, boldly explore new avenues, and make our thoughts and actions more in line with objective reality and the requirements of the national conditions and the development of the times in the primary stage of socialism.
Our Party has an 80-year history of struggle, a great practice in creating and developing Mao Zedong Thought and Deng Xiaoping Theory, and historical experience in both positive and negative aspects of developing socialism at home and abroad. As long as we stand at the forefront of the times, base ourselves on new practices, grasp the characteristics of the times, use the basic theories of Marxism to study major issues in reality, continuously deepen our understanding of the laws governing the Communist Party's rule, the laws governing socialist construction, and the laws governing the development of human society, and continuously absorb all new scientific experiences, new ideas, and new achievements, we will be able to make new contributions to enriching and developing Marxism.
To implement the requirements of the "Three Represents," we must uphold the Party's nature as the vanguard of the working class, always maintain the Party's advanced nature, and at the same time, based on the realities of economic development and social progress, continuously strengthen the Party's class foundation and expand its mass base, and continuously enhance the Party's social influence.
The Chinese working class is a product of my country's social development since modern times, especially the development of large-scale socialized production. It possesses qualities such as strict organizational discipline and revolutionary steadfastness and thoroughness. From its inception, our Party has defined itself as the political party of the Chinese working class, consistently upholding its nature as the vanguard of the working class, thus laying a solid class foundation for maintaining its advanced nature.
With the development of reform and opening up and modernization, my country's working class has continuously grown, its ideological and moral qualities and scientific and cultural literacy have improved, and its advanced nature has developed, strengthening the Party's class foundation. Intellectuals, as part of the working class, have greatly enhanced the scientific and cultural literacy of the working class. Due to our basic economic system of public ownership as the mainstay and the common development of diverse forms of ownership, the development of a socialist market economy, and the strategic adjustment of the economic structure, some workers' jobs have changed. This has not altered the status of my country's working class; in fact, in the long run, it is conducive to improving the overall quality of the working class and giving full play to its overall advantages. The Chinese working class has always been the fundamental force driving the development of China's advanced productive forces. Our Party must always uphold the vanguard nature of the working class and always rely wholeheartedly on it.
To determine whether a political party is advanced and is the vanguard of the working class, one should primarily examine whether its theory and program are Marxist, whether they represent the correct direction of social development, and whether they represent the fundamental interests of the broadest masses of the people. Our Party is a product of the combination of Marxism-Leninism and the Chinese workers' movement. The formation of the working class is the fundamental condition for the founding of the Party. During the period of the democratic revolution, due to the characteristics of Chinese society at that time, the vast majority of our Party members came from peasants and other laborers, with many also coming from intellectuals and revolutionaries from non-laboring strata. However, our Party's theory and program are Marxist, representing the correct direction of Chinese social development. Our Party attaches great importance to building the Party ideologically, insisting on educating and arming all Party members with Marxist theory. It not only requires Party members to join the Party organizationally but also, first and foremost, to join the Party ideologically, guiding them to strive for the realization of the Party's program and tasks, thus maintaining the Party's nature as the vanguard of the working class.
Since the reform and opening up, my country's social stratification has undergone new changes, giving rise to new social strata such as entrepreneurs and technicians in private science and technology enterprises, management and technical personnel employed by foreign-invested enterprises, self-employed individuals, private business owners, employees of intermediary organizations, and freelancers. Moreover, many people frequently move between different ownership systems, industries, and regions, and their occupations and identities change often. This change will continue. Under the guidance of the Party's line, principles, and policies, the vast majority of people in these new social strata have contributed to the development of socialist productive forces and other undertakings through honest labor and legal business operations. They are united with workers, peasants, intellectuals, cadres, and officers and soldiers of the People's Liberation Army; they are also builders of socialism with Chinese characteristics.
The great and arduous cause of building socialism with Chinese characteristics requires outstanding individuals from all sectors of society who are loyal to the motherland and socialism, to lead the masses in advancing this cause through their own actions. Whether one can consciously strive to realize the Party's line and program, and whether one meets the requirements for Party membership, are the main criteria for admitting new Party members. Party members from workers, peasants, intellectuals, soldiers, and cadres are the most fundamental components and backbone of the Party's ranks. At the same time, outstanding individuals from other sectors of society who acknowledge the Party's program and constitution, consciously strive for the Party's line and program, have undergone long-term testing, and meet the requirements for Party membership should also be admitted into the Party. Through the Party's great melting pot, the ideological and political awareness of the vast majority of Party members should be continuously improved, thereby continuously enhancing the Party's influence and cohesion throughout society.
The theories of labor and labor value in capitalist society developed by classical Marxist writers revealed the operational characteristics and fundamental contradictions of the capitalist mode of production at that time. Now, our development of a socialist market economy differs significantly from the situation faced and studied by the founders of Marxism. We should combine this with new realities to deepen our research and understanding of the theories of labor and labor value in socialist society. Achieving prosperity and happiness for the people is the fundamental purpose of our socialist construction. With economic development, the living standards of the vast majority of people are constantly improving, and personal wealth is gradually increasing. Under these circumstances, we cannot simply use the existence and amount of property as the standard for judging people's political advancement or backwardness. Instead, we should primarily look at their ideological and political state and actual performance, how they acquired their property, how they manage and use it, and their contributions to the cause of building socialism with Chinese characteristics through their labor.
To implement the requirements of the "Three Represents," we must adhere to democratic centralism, establish and improve a scientific leadership system and working mechanism, fully promote intra-party democracy, resolutely safeguard the Party's centralized unity, and maintain and continuously enhance the Party's vitality.
Democratic centralism is the fundamental organizational and leadership system of our Party. The basic requirement and goal of upholding and improving democratic centralism is to strive to create a vibrant political environment within the Party that combines centralism with democracy, discipline with freedom, unified will with individual well-being, and a lively atmosphere.
Developing intra-party democracy and fully leveraging the initiative, enthusiasm, and creativity of Party members and Party organizations at all levels are crucial guarantees for the prosperity and development of the Party's cause. It is essential to effectively safeguard the democratic rights of Party members, broaden channels for intra-party democracy, and strengthen Party members' understanding and participation in Party affairs. All major issues in the work of Party organizations should be discussed by a broad range of Party members, fully considering various opinions. Effective mechanisms should be established to ensure that the opinions of grassroots Party members and lower-level Party organizations are promptly reflected in higher-level Party organizations. Higher-level Party organizations should fully listen to the opinions of Party members and lower-level Party organizations, pooling wisdom and continuously promoting the scientific and democratic nature of decision-making. Following the principles of collective leadership, democratic centralism, individual deliberation, and decision by meeting, the internal deliberation and decision-making mechanisms of the Party committee should be further improved, giving full play to the role of the plenary session of the Party committee and improving the decision-making procedures of the Standing Committee of the Party committee. All major decisions must be discussed collectively by the Party committee; individual decisions are not allowed to be made unilaterally. The system of individual responsibility under collective leadership should be further improved to enhance work efficiency. Collective leadership and individual responsibility are both indispensable. Through the development of intra-party democracy, the development of people's democracy should be actively promoted.
In accordance with the principle of overall leadership and coordination, we must further strengthen and improve the Party's leadership system and its methods of leadership and governance, ensuring both the core leadership role of the Party committees and fully leveraging the functions of the people's congresses, governments, political consultative conferences, people's organizations, and other relevant bodies. Party committees must strengthen their leadership over the people's congresses, governments, political consultative conferences, and people's organizations through scientific, standardized, and institutionalized mechanisms. Party groups within the people's congresses, governments, political consultative conferences, and people's organizations, as well as Party members holding leadership positions, must resolutely implement the Party's line, principles, policies, and the decisions of the Party committees in their work within their legally mandated responsibilities. Leading cadres at all levels must resolutely implement the central government's major policies and work plans.
All Party members must strengthen their awareness of democratic centralism, strictly implement the principles of democratic centralism, improve their ability to implement democratic centralism, and strive to master the art, style, and methods of leadership that adapt to the requirements of the new situation and new tasks. They must organically unify upholding the Party's leadership with promoting people's democracy, strictly acting in accordance with the law, and respecting objective laws. Institutional development is more fundamental, comprehensive, stable, and long-term. We must further improve various systems of democratic centralism, further improve the Party's leadership system and working mechanisms, and guarantee the correct implementation of democratic centralism from an institutional perspective. We must resolutely resist the influence of Western multi-party systems and the separation of powers. We must resolutely overcome instances of individual arbitrariness and weakness that violate the principles of democratic centralism.
Due to the implementation of reform and opening up and the development of a socialist market economy, my country's socio-economic components, organizational forms, employment patterns, interest relations, and distribution methods have become increasingly diversified. If we are not clear-headed in our thinking and not careful in our work, it is easy to become disorganized. Maintaining the centralized unity of the Party and the state, and upholding the authority of the Central Committee, is extremely important. The guiding ideology, goals, major policies, legal systems, and important work arrangements of the Party and the state must be unified; no locality, department, or unit can act independently. The Party's grassroots organizations are the foundation of all the Party's work and combat effectiveness; to adapt to the requirements of the new situation and new tasks, we must continuously strengthen and improve the construction of grassroots organizations.
To implement the requirements of the "Three Represents," we must fully implement the policy of making the cadre team more revolutionary, younger, more knowledgeable, and more professional, as well as the principle of selecting cadres based on both moral character and ability. We must deepen the reform of the cadre personnel system and strive to build a high-quality cadre team that can shoulder heavy responsibilities and withstand the test of storms.
Once the political line is determined, cadres become the decisive factor. Cultivating leaders who are politically astute, understand the overall situation, and are adept at governing the Party and the country is of paramount importance. Whether China's socialist cause can be consolidated and developed, and whether China can remain strong and prosperous in fierce international competition, depends crucially on our ability to continuously cultivate a large number of high-quality leaders.
We must adhere to the principle of the Party's management of cadres, improve cadre management methods, accelerate the pace of cadre personnel system reform, and strive to promote the scientific, democratic, and institutionalized development of cadre work. We must uphold the principle of expanding democracy in cadre work and ensure the public's right to know, participate in, choose, and supervise cadre selection and appointment. We must adhere to the principles of openness, equality, competition, and merit-based selection, actively promote measures such as open selection and competitive appointment, and encourage cadres to work diligently and be able to rise or fall based on merit. We must strengthen supervision of cadre selection and appointment, and improve cadre assessment systems and methods. We must resolutely prevent and correct any malpractices in personnel matters.
Strengthening the training of young cadres is a strategic task to ensure the long-term stability and security of the Party and the country. Young cadres, in order to shoulder important leadership responsibilities, must strive to improve their Marxist theoretical level and ideological cultivation, continuously enhance their ability to serve the people, be adept at correctly judging the situation and grasping the overall picture from a political perspective, and be skilled at carrying out work under complex conditions. Party committees at all levels should support, encourage, and arrange for young cadres to go to difficult environments and to the front lines of major struggles to undergo training and testing.
As times advance and undertakings develop, the Party and the state's demand for talent in all fields will inevitably increase. We must seize the opportunity to cultivate, attract, and effectively utilize talent from all sectors. We must further foster a positive atmosphere throughout the Party and society that respects knowledge and talent, promoting the emergence of outstanding individuals. Leading cadres must possess the discerning eye to recognize talent, the boldness to utilize talent, the affection for talent, and the methods to gather talent; they must know how to appoint the right people to the right positions and broadly recruit capable individuals. We must guide and inspire all kinds of talent to contribute to the country and the people with lofty ideals and noble spirits, while simultaneously caring for and trusting them, and striving to create favorable working conditions for them. We must accelerate the establishment of an income distribution mechanism conducive to retaining talent and making the best use of everyone's abilities, ensuring, through institutional means, that all types of talent receive remuneration commensurate with their labor and contributions. Through all these efforts, we must strive to create a situation where talent emerges in abundance.
To implement the requirements of the "Three Represents," we must adhere to the principle of the Party managing itself and the policy of strict Party governance. Party organizations at all levels must strictly demand, educate, manage, and supervise Party members and cadres, and resolutely overcome the negative and corrupt phenomena existing within the Party.
The Party's self-governance and strict discipline are crucial guarantees for maintaining its advanced nature and purity, and consolidating its ruling position. To govern the country, one must first govern the Party; to govern the Party, one must be strict. We must deeply understand and learn from the lessons of some long-ruling communist parties around the world that lost power. The longer the Party is in power, the more it must strengthen its own development and the more strictly it must demand of its members and cadres.
Strict Party governance must be fully implemented in the Party's ideological, political, organizational, and conduct-related development, and must be effectively reflected in every aspect of educating, managing, and supervising Party organizations at all levels, as well as the vast majority of Party members and cadres. Party organizations at all levels and every Party member must act strictly in accordance with the Party Constitution and Party regulations, and strictly abide by Party discipline. Leading cadres at all levels must be self-respecting, self-reflective, self-disciplined, and self-motivated, and always pay attention to learning, politics, and integrity. They must frequently use criticism and self-criticism to conduct active ideological struggle, uphold the truth, and correct mistakes. Party organizations at all levels must strive to enhance their ability to resolve their own contradictions, bravely face and resolve existing problems, and never evade or whitewash them.
The Party's conduct is crucial to its image, the support of the people, and even its very survival. We must comprehensively strengthen the Party's ideological conduct, learning style, work style, leadership style, and the lifestyle of its cadres. We must, in light of new realities, strive to promote the Party's fine traditions of integrating theory with practice, maintaining close ties with the masses, and practicing criticism and self-criticism, while simultaneously summarizing new practical experiences to cultivate new work styles. All undesirable tendencies that are inconsistent with the requirements of the Party's cause and the interests of the people must be resolutely overcome. Currently, we must pay particular attention to overcoming complacency and inaction, and to overcoming various phenomena of serious detachment from the masses, resolutely opposing the unhealthy tendencies of formalism and bureaucracy. Cadres at all levels must always prioritize practicality and effectiveness, carry out their work creatively, think what the masses think, be anxious about what the masses are anxious about, and faithfully work for the benefit of the masses.
All Party members must fully recognize the profound significance of the anti-corruption campaign from the perspective of the life and death of the Party and the country, and carry the fight against corruption and the building of Party conduct and integrity through to the end. We must deeply understand the long-term, arduous, and complex nature of the anti-corruption work, and while maintaining a mindset of protracted warfare, we must also focus on current tasks. We must adhere to the principle of addressing both the symptoms and root causes, and comprehensively manage the situation, building a strong ideological defense against corruption while simultaneously striving to eradicate the breeding ground and conditions for corruption through institutional innovation, and increasing efforts to prevent and resolve corruption at its source. The power we hold is bestowed by the people, and cadres at all levels are public servants of the people, subject to the supervision of the people and the law. We must strengthen intra-Party supervision, legal supervision, and public supervision, and establish and improve mechanisms for restricting and supervising the lawful exercise of power. The key is to strengthen the supervision of leading cadres to ensure they correctly exercise their power. All Party members, especially leading cadres, must always remain honest and upright, withstand the tests of reform and opening up and governance, and withstand the temptations of power, money, and beauty; they must never be allowed to abuse their power for personal gain or engage in bribery and corruption. Party organizations and leading cadres at all levels must unequivocally oppose corruption. Any act of corruption or corrupt individuals must be thoroughly investigated and dealt with without leniency or hesitation. There is no place for corrupt elements to hide within the Party. We must win the trust of the people with tangible results in building a clean and honest Party.
In short, facing the historical responsibilities we shoulder, and the influence of various complex international and domestic factors and the tests of various risks, our Party must always be the vanguard of the Chinese working class, and at the same time the vanguard of the Chinese people and the Chinese nation, the faithful representative of the development requirements of China's advanced productive forces, the direction of China's advanced culture, and the fundamental interests of the broadest masses of the Chinese people, and the core of leadership in the cause of building socialism with Chinese characteristics. To this end, we must continuously strengthen and improve Party building and strive to train all Party members into steadfast Communists.
IV. Continue to strive to realize the Party's basic line and historical mission.
my country has entered a new stage of development, namely, building a moderately prosperous society in all respects and accelerating socialist modernization. All Party members must remain vigilant even in times of peace, enhance their awareness of potential dangers, remain humble and prudent, and continue to comprehensively advance reform, opening up, and modernization, working diligently to achieve the basic realization of socialist modernization by the middle of this century.
A political party's program is its banner. In each historical stage of revolution, construction, and reform, our Party has both a basic program (the minimum program) for each stage and a maximum program that sets long-term goals. We are proponents of the unity of the minimum and maximum programs.
We firmly believe in the fundamental Marxist principle that human society will inevitably move towards communism. Communism can only be realized on the basis of the full development and high level of development of socialist society. A communist society will be one with abundant material wealth, a greatly elevated spiritual realm for the people, and the free and all-round development of every individual. It must be recognized that achieving communism is a very long historical process. In the past, our understanding of this issue was relatively superficial and simplistic. After so many years of practice, our understanding of this issue is now much more comprehensive and profound. We can make scientific predictions about the future direction of social development, but how things will specifically develop in the future should be answered by future practice. We must adhere to the correct direction of progress, but it is neither possible nor necessary to make specific assumptions and depictions about the distant future. Past experiences and lessons have fully demonstrated that doing so easily leads to unrealistic fantasies. Everyone should deeply understand this principle.
All Party members must not only establish lofty ideals of communism and strengthen their convictions, demanding and spurring themselves on with high moral standards, but also work diligently and tirelessly to realize the Party's basic program at the present stage, and conscientiously carry out every task at this stage. Forgetting lofty ideals and focusing only on the present will lead to losing direction; talking about lofty ideals while detached from practical work will lead to being divorced from reality.
my country is currently, and will remain for a long time, in the primary stage of socialism. This primary stage is the initial stage in the long historical process of building socialism with Chinese characteristics. With economic development and comprehensive social progress, when conditions are right, my country's socialist construction will enter a higher stage of development. All Party members must unswervingly implement the Party's basic line in the primary stage of socialism, always focusing on economic construction, adhering to the Four Cardinal Principles, persisting in reform and opening up, striving to realize the Party's basic program at the present stage, and continuously advancing the cause of building socialism with Chinese characteristics towards the future.
All Party members and the entire nation must, in accordance with the requirements of building socialism with Chinese characteristics in the economic, political, and cultural spheres, strive to achieve the development goals of the "Tenth Five-Year Plan" period, adhere to development as the theme, structural adjustment as the main line, reform and opening up and scientific and technological progress as the driving force, and improving people's living standards as the fundamental starting point, so as to continuously promote economic development and social progress. We must always pay attention to properly handling the relationship between reform, development, and stability, correctly understand and handle contradictions among the people, and always maintain social stability and unity.
In all our endeavors to build socialism with Chinese characteristics, and in all our work, we must focus not only on the people's current material and cultural needs, but also on improving their overall quality—that is, striving to promote the all-round development of people. This is the essential requirement of Marxism regarding the construction of a new socialist society. We must continuously promote the all-round development of people on the basis of developing socialist material and spiritual civilization.
We must strive to ensure that all people across the country enjoy a comfortable and prosperous life as soon as possible, and continuously move towards even higher levels. We must adhere to the Party's policies on enriching the people, and on the basis of economic development, work hard to increase the income of urban and rural residents, continuously improve people's conditions for food, clothing, housing, transportation, and daily necessities, improve the social security system, improve medical and health conditions, and raise the quality of life. Through allowing some people and some regions to get rich first, and then having those who get rich help those who are still poor, we will gradually achieve common prosperity for all the people.
We must give full play to the initiative and great creativity of the people, ensuring that they manage their own affairs well in accordance with the law and realize their own wishes and interests. We must continue to advance political system reform, develop socialist democracy, improve the socialist legal system, and guarantee that the people fully exercise their rights to democratic elections, democratic decision-making, democratic management, and democratic supervision.
We must strive to improve the ideological, moral, scientific, and cultural qualities of the entire nation, and achieve the all-round development of people's thoughts and spiritual lives. We must strengthen persuasive ideological and political work, develop education and science and technology, and promote socialist culture, so that everyone has the opportunity to receive education and the full right to enjoy the fruits of culture, making people's spiritual world richer and their cultural life more colorful.
We must promote harmony between humanity and nature, enabling people to work and live in a beautiful ecological environment. We must adhere to the sustainable development strategy, correctly handle the relationship between economic development and population, resources, and the environment, improve the ecological and living environment, and improve public and social welfare facilities. We must strive to create a civilized development path characterized by production growth, affluent living, and a sound ecological environment.
Promoting the all-round development of people is mutually dependent on and fundamental to promoting economic and cultural development and improving people's material and cultural lives. The more comprehensively people develop, the more material and cultural wealth society will create, and the better people's lives will be. Conversely, the more abundant the material and cultural conditions, the more effectively people's all-round development will be promoted. The development level of social productive forces and economic and cultural development is a gradual and endless historical process, as is the degree of comprehensive development of people. These two historical processes should be combined and mutually reinforcing to move forward together.
Under the new circumstances, in order to safeguard national security and maintain national unity, we must continue to actively promote the modernization of national defense and the armed forces on the basis of economic development, and continuously enhance our national defense capabilities. We must adhere to the fundamental principle of the Party's absolute leadership over the armed forces, and follow the general requirements of being "politically qualified, militarily competent, having excellent conduct, strictly disciplined, and well-supported," taking the new era's military strategic guidelines as our guiding principle. We must focus on quality development, implement science and technology-driven military strengthening and rule of law in the military, and strive to build the People's Liberation Army into a powerful, modern, and regularized revolutionary army. We must strengthen the building of national defense reserve forces, develop the national defense science and technology industry, and improve the national defense mobilization system. We must continuously consolidate and strengthen the unity between the military and the government and between the military and the people.
Comrades, friends!
Since its founding, the Communist Party of China has always held high the great banner of patriotism and waged a heroic struggle for national rejuvenation and reunification. After the founding of the People's Republic of China, generations of Chinese Communists have made unremitting efforts to achieve the complete reunification of the motherland. Following the principle of "peaceful reunification and one country, two systems," we have successfully resolved the historical issues of Hong Kong and Macao, and are actively working towards resolving the Taiwan issue and completing the great cause of national reunification. Taiwan's status as a part of China will never be changed. The Communist Party of China's position on safeguarding national sovereignty and territorial integrity is unwavering. We have the utmost sincerity in striving for peaceful reunification, but we cannot promise to renounce the use of force. We are fully capable of stopping any separatist attempts aimed at "Taiwan independence." Ending the separation between the mainland and Taiwan and achieving the complete reunification of the motherland is the inescapable mission of the Communist Party of China. I hereby call upon compatriots on both sides of the Taiwan Strait and overseas Chinese to unite, oppose separatism, and continue to strive for the development of cross-strait relations and the process of peaceful reunification of the motherland. The completion of the great cause of national reunification is the will of the people and a historical trend that no one and no force can stop.
Comrades, friends!
The world needs peace, people need cooperation, nations need development, and societies need progress—this is the trend of the times. In the last century, humanity endured the devastation of two world wars and the hardships of the Cold War, paying a heavy price. The Chinese people and the people of all countries do not wish to see any new hot war, cold war, or turmoil in any part of the world; they do not wish to see any country or group of countries pursue new forms of hegemony and power politics; and they do not wish to see the development gap between the North and the South, or the wealth gap between rich and poor, widen further. The Chinese people and the people of all countries yearn for lasting world peace, a stable and peaceful life, the establishment of a just and equitable new international order, the democratization of international relations, and the promotion of common development and prosperity, working together to create a better future for humanity.
Peace and development are the themes of our time. Multipolarity and economic globalization are developing amidst twists and turns, technological progress is advancing rapidly, competition among nations is intensifying, and the global power structure and distribution of interests are undergoing profound changes. Neither of these two major issues—peace and development—has been resolved to date, and the world remains far from peaceful. Peace and development are mutually reinforcing. World peace is a prerequisite for promoting common development among all countries, while common development among all countries is an important foundation for maintaining world peace. The core issue of peace and development is the North-South divide. If developed countries can, based on the principles of equality, fairness, and mutual benefit, genuinely support and assist developing countries in developing their economies and cultures, enabling them to escape poverty and backwardness as quickly as possible, a crucial foundation for resolving the issues of world peace and development will be laid.
The Communist Party of China and the Chinese people have always stood together with all peace-loving and freedom-loving peoples of the world to jointly promote the noble cause of world peace and development. In the great struggle against fascism, in the sacred cause of the peoples of Asia, Africa and Latin America to strive for national independence and liberation, and in the unremitting efforts to promote the establishment of a just and equitable new international order, we have always stood on the side of justice and united with the people of all countries and all progressive forces in the world.
In the new century, the Communist Party of China and the Chinese government are willing to join hands with all peace-loving, development-seeking, and progress-oriented countries and peoples around the world to strive for a long-term international peaceful environment and jointly propel the wheels of history toward a bright future.
The aim of China's foreign policy is to safeguard world peace and promote common development. We adhere to an independent foreign policy of peace, engaging in friendly exchanges, treating each other as equals, and cooperating for mutual benefit with all countries in the world on the basis of the Five Principles of Peaceful Coexistence, so as to continuously advance the cause of human progress. The Communist Party of China will, on the basis of the principles of independence, complete equality, mutual respect, and non-interference in each other's internal affairs, engage extensively with political parties and organizations of all countries in the world, strengthen cooperation, and promote friendship among peoples and the development of relations between countries.
We have consistently maintained that all countries should abide by the purposes and principles of the UN Charter and the universally recognized basic norms of international relations. Each country's affairs should be decided by its own government and people, and world affairs should be subject to equal consultation among all governments and peoples. We oppose all forms of hegemonism and power politics. The international community should establish a new security concept centered on mutual trust, mutual benefit, equality, and cooperation, and strive to create a long-term, stable, secure, and reliable international environment of peace. All countries should strengthen economic and technological exchanges and cooperation, gradually change the unjust and unreasonable international economic order, and achieve the goal of win-win cooperation and coexistence through economic globalization.
The world is rich and diverse. The diversity of civilizations is a fundamental characteristic of human society and a driving force for the progress of human civilization. We should respect the history, culture, social systems, and development models of all countries and acknowledge the reality of global diversity. Various civilizations and social systems should coexist for a long time, learning from each other's strengths and weaknesses through competition and comparison, and developing together while seeking common ground and reserving differences. We will continue to work with the people of all countries to build a world of lasting peace and universal prosperity.
