　　Now, on behalf of the 19th Central Committee, I will deliver a report to the Congress.

　　The 20th National Congress of the Communist Party of China was a very important congress held at a crucial moment when the entire Party and the people of all ethnic groups across the country embarked on a new journey of building a modern socialist country in all respects and marched toward the second centenary goal.

　　The theme of the congress is: Hold high the great banner of socialism with Chinese characteristics, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, carry forward the great spirit of the founding of the Party, be confident and self-reliant, uphold principles and innovate, forge ahead with determination and courage, and unite and strive for the comprehensive building of a modern socialist country and the comprehensive advancement of the great rejuvenation of the Chinese nation.

　　The Communist Party of China has traversed a century of struggle. Our Party is committed to the great cause of the Chinese nation for millennia to come and to the noble cause of peace and development for humankind. Our responsibilities are immense, and our mission is supremely glorious. All Party members must never forget our original aspiration and keep our mission firmly in mind; we must remain modest and prudent, work hard and diligently; we must dare to struggle and be adept at struggle; we must strengthen our historical confidence, enhance our historical initiative, and write an even more magnificent chapter in the history of socialism with Chinese characteristics in the new era.

I. The work of the past five years and the great changes of the new era in the past decade

　　The five years since the 19th National Congress of the Communist Party of China have been extraordinary and remarkable. The CPC Central Committee, coordinating the overall strategic situation of the great rejuvenation of the Chinese nation and the unprecedented changes in the world, convened seven plenary sessions, making decisions and resolutions on major issues such as constitutional amendments, deepening the reform of Party and state institutions, upholding and improving the system of socialism with Chinese characteristics and advancing the modernization of the national governance system and governance capacity, formulating the 14th Five-Year Plan and the long-term goals for 2035, and comprehensively summarizing the major achievements and historical experiences of the Party's century-long struggle. It also made major strategic deployments for the development of the Party and the country, uniting and leading the entire Party, the entire army, and the people of all ethnic groups across the country to effectively respond to the severe and complex international situation and the ensuing enormous risks and challenges, and continuously advancing socialism with Chinese characteristics in the new era with a spirit of striving for progress.

　　Over the past five years, we have upheld the Party's overall leadership and the centralized and unified leadership of the CPC Central Committee, made every effort to advance the process of building a moderately prosperous society in all respects, fully, accurately, and comprehensively implemented the new development philosophy, focused on promoting high-quality development, proactively built a new development pattern, steadily advanced reforms, solidly promoted whole-process people's democracy, comprehensively advanced the rule of law, actively developed advanced socialist culture, prioritized safeguarding and improving people's livelihoods, concentrated our efforts on the battle against poverty, vigorously promoted ecological civilization construction, resolutely safeguarded national security, prevented and resolved major risks, maintained overall social stability, vigorously promoted the modernization of national defense and the armed forces, carried out all-round major-country diplomacy with Chinese characteristics, and comprehensively advanced the new great project of Party building. We solemnly celebrated the centenary of the founding of the Communist Party of China and the 70th anniversary of the founding of the People's Republic of China, formulated the third historical resolution, launched a Party history study and education campaign throughout the Party, built the Communist Party of China History Exhibition Hall, and called on the entire Party to learn and practice the great spirit of the founding of the Party, and to more firmly and consciously remember our original aspiration and mission and create a better future on the new journey. In particular, facing the sudden outbreak of COVID-19, we adhered to the principles of putting people and their lives first, persisted in preventing imported cases and domestic resurgence, and remained steadfast in maintaining a dynamic zero-COVID policy. We waged a people's war, a comprehensive war, and a war of containment against the epidemic, protecting the lives and health of the people to the greatest extent possible, and achieving significant positive results in coordinating epidemic prevention and control with economic and social development. Faced with the turbulent situation in Hong Kong, we effectively exercised our comprehensive jurisdiction over the Special Administrative Region in accordance with the Constitution and the Basic Law, formulated and implemented the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region, implemented the principle of "patriots governing Hong Kong," and achieved a major turning point in Hong Kong's situation from chaos to order. We also deepened the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and supported Hong Kong and Macao in developing their economies, improving people's livelihoods, and maintaining stability. Faced with the separatist activities of "Taiwan independence" forces and the serious provocations of external forces interfering in Taiwan affairs, we resolutely launched a major struggle against separatism and interference, demonstrating our strong determination and capability to safeguard national sovereignty and territorial integrity and oppose "Taiwan independence." We further secured the strategic initiative for achieving the complete reunification of the motherland and further consolidated the international community's adherence to the one-China principle. Faced with rapidly changing international circumstances, particularly external blackmail, containment, blockade, and maximum pressure, we have prioritized national interests and domestic politics, maintained strategic focus, upheld the spirit of struggle, and demonstrated a firm will to defy powerful forces. In this struggle, we have safeguarded national dignity and core interests, firmly grasped the initiative in our country's development and security. Over the past five years, our Party has united and led the people to overcome many long-standing problems and accomplish many major tasks of far-reaching significance, propelling the cause of the Party and the country to achieve remarkable and world-renowned accomplishments.

　　Comrades! Ten years have passed since the 18th National Congress of the Communist Party of China. Over the past decade, we have witnessed three major events of great practical and far-reaching historical significance for the cause of the Party and the people: first, the centenary of the founding of the Communist Party of China; second, the entry of socialism with Chinese characteristics into a new era; and third, the completion of the historical tasks of eradicating poverty and building a moderately prosperous society in all respects, achieving the first centenary goal. These are historic victories won by the united struggle of the Communist Party of China and the Chinese people, historic victories that will be recorded in the annals of the development of the Chinese nation, and historic victories that have a profound impact on the world.

　　Ten years ago, we faced a situation where reform and opening up and socialist modernization had achieved tremendous success, and the great new project of Party building had yielded remarkable results, laying a solid foundation, creating favorable conditions, and providing important guarantees for our continued progress. At the same time, a series of long-standing and newly emerging prominent contradictions and problems urgently needed to be addressed. Within the Party, there are numerous problems of unclear understanding and weak action regarding upholding the Party's leadership; the implementation of the Party's leadership has been weakened, superficialized, and diluted; the political beliefs of some Party members and cadres have wavered; formalism, bureaucracy, hedonism, and extravagance persist in some localities and departments; privileged thinking and phenomena are quite serious; and some corruption cases are shocking. Structural and institutional contradictions in the economy are prominent; development is unbalanced, uncoordinated, and unsustainable; the traditional development model is unsustainable; and some deep-seated institutional and systemic problems and entrenched interests are increasingly apparent. Some people lack confidence in the political system of socialism with Chinese characteristics; problems such as failure to abide by the law and lax enforcement are serious. Erroneous trends of thought such as money worship, hedonism, extreme individualism, and historical nihilism appear from time to time; online public opinion is chaotic, seriously affecting people's thoughts and the social public opinion environment. There are many weaknesses in people's livelihood security; resource and environmental constraints are tightening, and environmental pollution is prominent; the system for safeguarding national security is imperfect, and the ability to cope with various major risks is weak; there are many shortcomings and weaknesses in the modernization of national defense and the armed forces; the system and mechanisms for implementing "one country, two systems" in Hong Kong and Macao are unsound; and national security faces severe challenges, etc. At that time, many people within the Party and in society were deeply worried about the future of the Party and the country. Faced with these prominent contradictions and problems that affected the Party's long-term governance, the country's long-term stability and security, and the people's happiness and well-being, the Party Central Committee, after careful consideration of the situation, made a decisive choice, forged ahead with determination, overcame difficulties, and united and led the entire Party, the entire army, and the people of all ethnic groups across the country to roll up their sleeves and work hard, forging ahead despite all difficulties, and resolutely carrying out a great struggle with many new historical characteristics.

　　Over the past decade, we have adhered to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development; fully implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; fully implemented the Party's basic line and basic strategy; adopted a series of strategic measures; promoted a series of transformative practices; achieved a series of breakthroughs; and obtained a series of landmark results. We have withstood the tests of risks and challenges from the political, economic, ideological, and natural worlds. The cause of the Party and the country has achieved historic achievements and undergone historic changes, propelling my country onto a new journey of building a modern socialist country in all respects.

　　—We have created Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, clarified the basic strategy for upholding and developing socialism with Chinese characteristics, and put forward a series of new concepts, new ideas and new strategies for governing the country. This has achieved a new leap forward in the Sinicization and modernization of Marxism. We have unremittingly used this innovative theory to arm our minds, guide our practice and promote our work, providing fundamental guidance for the development of the cause of the Party and the country in the new era.

　　—We have comprehensively strengthened the Party's leadership, clearly defining that the most essential feature of socialism with Chinese characteristics is the leadership of the Communist Party of China, the greatest advantage of the system of socialism with Chinese characteristics is the leadership of the Communist Party of China, the Communist Party of China is the highest political leadership force, upholding the centralized and unified leadership of the Party Central Committee is the highest political principle, systematically improving the Party's leadership system, enhancing the "Four Consciousnesses" throughout the Party, consciously maintaining a high degree of consistency with the Party Central Committee in thought, politics, and action, continuously improving political judgment, political understanding, and political execution, ensuring the authority of the Party Central Committee and its centralized and unified leadership, ensuring that the Party plays its leading core role in overseeing the overall situation and coordinating all parties, and making our Marxist party with more than 96 million members more united and cohesive.

　　—We have made a scientific and comprehensive strategic plan for the development of the Party and the country in the new era, put forward the Chinese Dream of realizing the great rejuvenation of the Chinese nation, promoted the great rejuvenation of the Chinese nation through Chinese-style modernization, and coordinated the great struggle, the great project, the great cause, and the great dream. We have clarified the overall layout of "five-sphere integrated development" and the strategic layout of "four comprehensives", determined the general principle of seeking progress while maintaining stability, coordinated development and security, and clarified that the principal contradiction in Chinese society is the contradiction between the people's ever-growing needs for a better life and unbalanced and inadequate development. We have also focused on this principal contradiction in society to advance all our work and continuously enrich and develop new forms of human civilization.

　　—Through continuous efforts, we have realized the millennia-old dream of a moderately prosperous society for the Chinese nation, and my country's development stands at a higher historical starting point. We have adhered to targeted poverty alleviation and mobilized all our resources to win the largest battle against poverty in human history. All 832 impoverished counties nationwide have been lifted out of poverty, nearly 100 million rural poor people have been lifted out of poverty, and more than 9.6 million impoverished people have been relocated. We have historically solved the problem of absolute poverty and made a significant contribution to the global poverty reduction cause.

　　—We proposed and implemented the new development philosophy, focused on promoting high-quality development, promoted the construction of a new development pattern, implemented supply-side structural reform, and formulated a series of major regional strategies of overall significance, resulting in a historic leap in my country's economic strength. my country's GDP increased from 54 trillion yuan to 114 trillion yuan, and its share of the world economy reached 18.5%, an increase of 7.2 percentage points, firmly maintaining its position as the world's second largest economy; per capita GDP increased from 39,800 yuan to 81,000 yuan. Total grain output remained the world's largest, and the food and energy security of more than 1.4 billion people was effectively guaranteed. The urbanization rate increased by 11.6 percentage points to 64.7%. The scale of manufacturing and foreign exchange reserves remained the world's largest. We built the world's largest high-speed railway network and expressway network, and made significant achievements in infrastructure construction such as airports, ports, water conservancy, energy, and information. We accelerated the promotion of self-reliance in science and technology, with total R&D expenditure increasing from 1 trillion yuan to 2.8 trillion yuan, ranking second in the world, and the total number of R&D personnel ranking first in the world. Basic research and original innovation have been continuously strengthened, breakthroughs have been achieved in some key core technologies, strategic emerging industries have developed and grown stronger, and significant achievements have been made in manned spaceflight, lunar and Mars exploration, deep-sea and deep-earth exploration, supercomputers, satellite navigation, quantum information, nuclear power technology, new energy technology, large aircraft manufacturing, biomedicine, and other fields, making China a leading innovative country.

　　—With tremendous political courage, we have comprehensively deepened reforms, launched a decisive battle for reform, strengthened top-level design for reforms, dared to venture into deep waters, tackle tough issues, navigate treacherous waters, and confront new contradictions and challenges. We have broken through the shackles of outdated ideas and vested interests, resolutely eliminated institutional and systemic drawbacks in all aspects, established a basic framework for fundamental systems in various fields, achieved historic changes, systemic reshaping, and overall reconstruction in many areas, completed a new round of reforms of Party and state institutions, made the system of socialism with Chinese characteristics more mature and well-defined, and significantly improved the modernization level of the national governance system and governance capacity.

　　—We have implemented a more proactive opening-up strategy, built a high-standard free trade zone network facing the world, accelerated the construction of free trade pilot zones and the Hainan Free Trade Port, and made the Belt and Road Initiative a popular international public good and international cooperation platform. my country has become a major trading partner of more than 140 countries and regions, with its total goods trade ranking first in the world. It also ranks among the world's top in attracting foreign investment and making outward investment, forming a broader, wider, and deeper pattern of opening up to the outside world.

　　—We have adhered to the path of socialist political development with Chinese characteristics, comprehensively developed people's democracy throughout the entire process, and comprehensively promoted the institutionalization, standardization, and proceduralization of socialist democratic politics. Socialist consultative democracy has been widely carried out, the people's role as masters of the country has become more solid, grassroots democracy has become more vibrant, the patriotic united front has been consolidated and expanded, ethnic unity and progress have shown a new look, the Party's basic policy on religious work has been fully implemented, and human rights have been better protected. The construction of a socialist rule-of-law state has been deepened, the overall framework for governing the country according to law has been basically formed, the socialist rule-of-law system with Chinese characteristics has been accelerated, significant progress has been made in judicial reform, social fairness and justice have been more firmly guaranteed, and the construction of a rule-of-law China has entered a new phase.

　　—We have established and upheld the fundamental system of Marxism's guiding position in the ideological field. The Party's innovative theories in the new era have taken root in people's hearts, the core socialist values ​​have been widely disseminated, China's excellent traditional culture has been creatively transformed and innovatively developed, cultural undertakings have flourished, the online environment has continued to improve, and the situation in the ideological field has undergone a comprehensive and fundamental transformation. We solemnly celebrated the 90th anniversary of the founding of the Chinese People's Liberation Army, the 40th anniversary of reform and opening up, the 70th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and the 70th anniversary of the Chinese People's Volunteers' participation in the War to Resist US Aggression and Aid Korea. We successfully hosted the Beijing Winter Olympics and Paralympics. The younger generation is more positive and motivated, and the cultural confidence of the entire Party and the people of all ethnic groups across the country has been significantly enhanced, with a more vigorous and spirited outlook.

　　—We have thoroughly implemented the people-centered development philosophy, making continuous efforts to ensure that children have access to early childhood education, everyone has access to education, everyone has a job, everyone has access to medical care, everyone has access to elderly care, everyone has a place to live, and the vulnerable are supported, resulting in a comprehensive improvement in people's lives. Life expectancy has increased to 78.2 years. Per capita disposable income has increased from 16,500 yuan to 35,100 yuan. More than 13 million new urban jobs have been created annually. We have built the world's largest education system, social security system, and healthcare system, achieving a historic leap in education普及水平 (educational accessibility/universal access), with basic old-age insurance covering 1.04 billion people and basic medical insurance participation rate remaining stable at 95%. We have timely adjusted the birth policy. More than 42 million units of shantytown housing and more than 24 million dilapidated rural houses have been renovated, significantly improving housing conditions for urban and rural residents. The number of internet users has reached 1.03 billion. The people's sense of gain, happiness, and security is more substantial, more guaranteed, and more sustainable, achieving new results in common prosperity.

　　— We adhere to the concept that "lucid waters and lush mountains are invaluable assets," uphold the integrated protection and systematic governance of mountains, rivers, forests, fields, lakes, grasslands, and deserts, strengthen ecological and environmental protection in all aspects, regions, and processes, improve the system of ecological civilization, deepen the fight against pollution, and take solid steps toward green, circular, and low-carbon development. Our ecological and environmental protection has undergone historic, transformative, and comprehensive changes, and our motherland has bluer skies, greener mountains, and clearer waters.

　　—We have implemented the holistic national security concept, continuously improving the national security leadership system, legal system, strategic system, and policy system. We have remained unyielding on matters of principle, safeguarding national sovereignty, security, and development interests with unwavering resolve, and national security has been comprehensively strengthened. The social governance system of co-construction, co-governance, and shared benefits has been further improved. Ethnic separatist forces, religious extremist forces, and violent terrorist forces have been effectively curbed. The special campaign against organized crime has achieved phased results. We have effectively responded to a series of major natural disasters, and the construction of a safe China has reached a higher level.

　　—We established the Party's goal of building a strong military in the new era, implemented the Party's thought on building a strong military in the new era, implemented the military strategic guidelines for the new era, upheld the Party's absolute leadership over the People's Army, convened the Gutian All-Army Political Work Conference, promoted political rectification with the spirit of rectification, firmly established combat effectiveness as the sole fundamental standard, resolutely shifted the focus of the entire army's work back to preparing for war, coordinated and strengthened military struggle in all directions and fields, vigorously promoted realistic military training, and boldly deepened national defense and military reforms. We restructured the leadership and command system, modern military force system, and military policy system of the People's Army, accelerated the modernization of national defense and the military, and successfully completed the reduction of active duty personnel by 300,000. The People's Army has a new system, a new structure, a new pattern, and a new look. Its modernization level and combat capabilities have been significantly improved, and the path of building a strong military with Chinese characteristics is becoming increasingly broad.

　　—We have comprehensively and accurately advanced the practice of "one country, two systems," adhered to the principles of "one country, two systems," "Hong Kong people governing Hong Kong," "Macau people governing Macau," and a high degree of autonomy, and propelled Hong Kong into a new stage of development from chaos to order, and from order to prosperity. Hong Kong and Macau have maintained a good momentum of long-term stable development. We have put forward a general strategy for resolving the Taiwan issue in the new era, promoted cross-strait exchanges and cooperation, resolutely opposed separatist activities aimed at "Taiwan independence," resolutely opposed interference from external forces, and firmly grasped the initiative and control over cross-strait relations.

　　—We have comprehensively advanced major-country diplomacy with Chinese characteristics, promoted the building of a community with a shared future for mankind, firmly upheld international fairness and justice, advocated and practiced genuine multilateralism, and unequivocally opposed all forms of hegemonism and power politics, and unwaveringly opposed any unilateralism, protectionism, or bullying. We have improved our overall diplomatic strategy, actively built a global network of partnerships, and promoted the building of a new type of international relations. We have demonstrated our responsibility as a major power, actively participated in the reform and construction of the global governance system, and comprehensively carried out international cooperation in combating the COVID-19 pandemic, winning widespread international praise. my country's international influence, appeal, and shaping power have been significantly enhanced.

　　—We have deepened the comprehensive and strict governance of the Party, adhering to the principle that "to forge iron, one must be strong oneself." We started by formulating and implementing the Central Committee's Eight-Point Regulation, put forward and implemented the general requirements for Party building in the new era, and used the Party's political construction to guide all aspects of Party building work. We insisted on the simultaneous efforts of ideological and institutional Party building, rigorously conducted intra-Party political life, continuously carried out centralized intra-Party education, proposed and upheld the Party's organizational line in the new era, emphasized political standards in selecting and appointing officials, strengthened political inspections, and formed a relatively complete system of intra-Party regulations, promoting the entire Party's firm ideals and beliefs, a robust organizational system, and strict discipline and rules. We have persistently rectified conduct and enforced discipline, resolutely combating the "four forms of undesirable work styles" with a nail-driving spirit, opposing privileged thinking and phenomena, resolutely addressing misconduct and corruption problems affecting the masses, curbing some long-standing unhealthy tendencies, and correcting some deep-seated problems that had persisted for many years. We launched an unprecedented anti-corruption campaign, driven by a sense of mission to "offend thousands but not fail 1.4 billion people," to eradicate corruption and restore order. We promoted a comprehensive approach to preventing, deterring, and eliminating corruption, employing a multi-pronged strategy of targeting high-ranking officials ("tigers"), low-level officials ("flies"), and fugitives ("foxes"). The anti-corruption campaign achieved an overwhelming victory and consolidated its gains, eliminating serious hidden dangers within the Party, the state, and the military, ensuring that the power entrusted to us by the Party and the people is always used to seek happiness for the people. Through unremitting efforts, the Party has found the second answer to escape the historical cycle of rise and fall through self-revolution. Its capacity for self-purification, self-improvement, self-innovation, and self-enhancement has been significantly enhanced. The lax and weak governance of the Party has been fundamentally reversed, and a clean and upright political environment within the Party has been continuously formed and developed, ensuring that the Party will never change its nature, color, or essence.

　　While fully acknowledging the remarkable achievements of the Party and the country, we must be soberly aware that our work still has some shortcomings and faces numerous difficulties and problems. These mainly include: the problem of unbalanced and inadequate development remains prominent; there are still many bottlenecks hindering high-quality development; and technological innovation capabilities are not yet strong enough. Ensuring the reliability and security of food, energy, industrial and supply chains, and preventing financial risks still require addressing many major issues; reforms in key areas still have many tough challenges to overcome; the ideological sphere faces numerous challenges; the gap between urban and rural development and income distribution remains significant; the masses face many difficulties in employment, education, healthcare, childcare, elderly care, and housing; the task of ecological and environmental protection remains arduous; some Party members and cadres lack a sense of responsibility, are not strong in their struggle, and lack practical work spirit; formalism and bureaucracy remain prominent; and the task of eradicating the breeding ground for corruption remains arduous, etc. We have already taken a series of measures to address these problems, and we must intensify our efforts in the future.

　　Comrades! The great achievements of the new era were made possible by the joint efforts, hard work, and struggle of the Party and the people! Here, on behalf of the CPC Central Committee, I would like to express my heartfelt gratitude to all members of the Communist Party of China, to the people of all ethnic groups across the country, to all democratic parties, people's organizations, and patriotic people from all walks of life, to our compatriots in the Hong Kong Special Administrative Region, the Macao Special Administrative Region, and Taiwan, as well as to the vast number of overseas Chinese, and to friends from all countries who care about and support China's modernization!

　　The great transformations of the past decade in the new era are of milestone significance in the history of the Party, the history of New China, the history of reform and opening up, the history of socialist development, and the history of the development of the Chinese nation. Having traversed a century of struggle, the Communist Party of China has become stronger and more powerful through revolutionary forging. Its political leadership, ideological guidance, mass mobilization, and social appeal have significantly increased. The Party has always maintained close ties with the people. In the historical process of profound changes in the world situation, the Communist Party of China has always been at the forefront of the times; in the historical process of responding to various domestic and international risks and challenges, it has always been the backbone of the nation; and in the historical process of upholding and developing socialism with Chinese characteristics, it has always been the strong leadership core. The Chinese people's driving force for progress is stronger, their fighting spirit is more vigorous, and their belief in victory is more resolute, demonstrating a stronger historical consciousness and initiative. The Communist Party of China and the Chinese people are confidently advancing the great leap of the Chinese nation from standing up, becoming prosperous, to becoming strong. The deepening of reform and opening up and socialist modernization has written a new chapter in the two miracles of rapid economic development and long-term social stability. my country's development has a more solid material foundation and a more complete institutional guarantee, and the realization of the great rejuvenation of the Chinese nation has entered an irreversible historical process. Scientific socialism has been revitalized in 21st-century China, and Chinese-style modernization has provided a new option for humanity to achieve modernization. The Communist Party of China and the Chinese people are providing more and better Chinese wisdom, Chinese solutions, and Chinese strength to solve the common problems facing humanity, and making new and greater contributions to the noble cause of human peace and development!

II. Opening up a new realm for the Sinicization and modernization of Marxism

　　Marxism is the fundamental guiding ideology for our Party, our country, and our nation's development. Practice tells us that the reason why the Communist Party of China is capable and why socialism with Chinese characteristics is good is ultimately because Marxism works—specifically, Marxism adapted to the Chinese context and the modern era. Having the guidance of Marxist scientific theory is the fundamental reason why our Party firmly upholds its beliefs and maintains the initiative in history.

The "Ten Clarifications," "Fourteen Adherences," and "Thirteen Achievements" put forward at the 19th National Congress and the Sixth Plenary Session of the 19th Central Committee summarize the main content of this thought, which must be adhered to for a long time and continuously enriched and developed.

　　The Chinese Communists have a profound understanding that only by combining the basic principles of Marxism with China's specific realities and with China's excellent traditional culture, and by adhering to dialectical materialism and historical materialism, can we correctly answer the major questions raised by the times and practice, and maintain the vigorous vitality of Marxism.

　　Upholding and developing Marxism must be combined with China's specific realities. Our adherence to Marxism as a guide means applying its scientific worldview and methodology to solve China's problems, not simply memorizing and repeating its specific conclusions and phrases, and certainly not treating Marxism as immutable dogma. We must adhere to emancipating the mind, seeking truth from facts, keeping pace with the times, and being pragmatic and realistic. We must proceed from reality in everything we do, focusing on solving the practical problems of reform and opening up and socialist modernization in the new era. We must continuously answer the questions posed by China, the world, the people, and the times, providing correct answers that conform to China's realities and the demands of the times, arriving at scientific understandings that conform to objective laws, and forming theoretical achievements that keep pace with the times to better guide China's practice.

　　Upholding and developing Marxism must be combined with the excellent traditional Chinese culture. Only by being rooted in the fertile soil of our nation's history and culture can the tree of Marxist truth take deep root and flourish. Excellent traditional Chinese culture is profound and extensive, a crystallization of the wisdom of Chinese civilization. It contains concepts such as public service, the people as the foundation of the state, governance by virtue, reform and innovation, meritocracy, harmony between humanity and nature, self-improvement, virtue and responsibility, trustworthiness and harmony, and good neighborliness. These are important manifestations of the worldview, social outlook, and moral values ​​accumulated by the Chinese people in their long-term production and life, and are highly compatible with the values ​​advocated by scientific socialism. We must firmly uphold historical and cultural confidence, adhere to the principle of making the past serve the present and innovating, integrate the essence of Marxist thought with the essence of excellent traditional Chinese culture, and merge it with the common values ​​that the people use daily without realizing it. We must continuously endow scientific theories with distinct Chinese characteristics, continuously consolidate the historical and mass foundations for the Sinicization and modernization of Marxism, and ensure that Marxism takes firm root in China.

　　Chinese-style modernization is socialist modernization led by the Communist Party of China. It has both common characteristics of modernization in other countries and unique Chinese characteristics based on its own national conditions.

With over 1.4 billion people entering a modern society, a scale exceeding the combined population of all existing developed countries, the challenges and complexities are unprecedented, and the development path and methods will inevitably have their own characteristics. 　　—Chinese-style modernization is a modernization that harmonizes material and spiritual civilization. Material abundance and spiritual enrichment are the fundamental requirements of socialist modernization. Material poverty is not socialism, nor is spiritual poverty. We continuously strengthen the material foundation of modernization and consolidate the material conditions for people's happy lives, while vigorously developing advanced socialist culture, strengthening education on ideals and beliefs, inheriting Chinese civilization, and promoting the comprehensive enrichment of material goods and the all-round development of people.

　　Building a modern socialist country in all respects is a great and arduous undertaking, with a bright future but a long and challenging road ahead. Currently, the world is undergoing profound changes unseen in a century, a new round of technological revolution and industrial transformation is developing in depth, and the international balance of power is undergoing profound adjustments, presenting my country with new strategic opportunities for development. At the same time, the impact of the global pandemic is far-reaching, anti-globalization sentiment is rising, unilateralism and protectionism are on the rise, the global economic recovery is weak, local conflicts and instability are frequent, and global problems are intensifying, ushering in a new period of turbulence and change. my country's reform, development, and stability face many deep-seated contradictions that cannot be avoided or bypassed. 　　We must adhere to the theme of promoting high-quality development, organically combine the implementation of the strategy of expanding domestic demand with deepening supply-side structural reform, enhance the endogenous driving force and reliability of the domestic economic cycle, improve the quality and level of the international economic cycle, accelerate the construction of a modern economic system, focus on improving total factor productivity, focus on enhancing the resilience and security of the industrial and supply chains, focus on promoting urban-rural integration and coordinated regional development, and promote the effective improvement of the quality and reasonable growth of the economy.

　　(I) Building a High-Level Socialist Market Economy System. We will uphold and improve the basic socialist economic system, unswervingly consolidate and develop the public sector, and unswervingly encourage, support, and guide the development of the non-public sector, giving full play to the decisive role of the market in resource allocation and better leveraging the role of the government. We will improve the basic market economy systems such as property rights protection, market access, fair competition, and social credit, and optimize the business environment. We will improve the macroeconomic governance system, leverage the strategic guiding role of national development planning, strengthen the coordination between fiscal and monetary policies, focus on expanding domestic demand, and enhance the fundamental role of consumption in economic development and the key role of investment in optimizing the supply structure. We will improve the modern budget system, optimize the tax structure, and refine the fiscal transfer payment system. We will deepen financial system reform, build a modern central bank system, strengthen and improve modern financial supervision, reinforce the financial stability guarantee system, and legally bring all types of financial activities under supervision to prevent systemic risks. We will improve the functions of the capital market and increase the proportion of direct financing. We will strengthen anti-monopoly and anti-unfair competition efforts, eliminate local protectionism and administrative monopolies, and legally regulate and guide the healthy development of capital.

　　(II) Building a Modern Industrial System. We will continue to focus our economic development efforts on the real economy, promote new industrialization, and accelerate the construction of a manufacturing powerhouse, a quality powerhouse, an aerospace powerhouse, a transportation powerhouse, a cyber powerhouse, and a digital China. We will implement the Industrial Base Reconstruction Project and the Major Technological Equipment Breakthrough Project, support the development of specialized, refined, and innovative enterprises, and promote the high-end, intelligent, and green development of the manufacturing industry. We will consolidate the leading position of advantageous industries, accelerate efforts to address weaknesses in areas related to security and development, and enhance our strategic resource supply security capabilities. We will promote the integrated development of strategic emerging industries and build a number of new growth engines, including next-generation information technology, artificial intelligence, biotechnology, new energy, new materials, high-end equipment, and green environmental protection. We will build a high-quality and efficient new service industry system and promote the deep integration of modern service industries with advanced manufacturing and modern agriculture. We will accelerate the development of the Internet of Things, build an efficient and smooth circulation system, and reduce logistics costs. We will accelerate the development of the digital economy, promote the deep integration of the digital economy and the real economy, and create internationally competitive digital industry clusters. We will optimize the layout, structure, function, and system integration of infrastructure and build a modern infrastructure system.

　　(III) Comprehensively Promote Rural Revitalization. The most arduous and challenging task in building a modern socialist country remains in rural areas. We must prioritize agricultural and rural development, promote integrated urban-rural development, and facilitate the flow of factors of production between urban and rural areas. We must accelerate the construction of a strong agricultural nation and solidly promote the revitalization of rural industries, talent, culture, ecology, and organizations. We must comprehensively consolidate the foundation of food security, fully implement the shared responsibility of the Party and government for food security, firmly safeguard the 1.8 billion mu (120 million hectares) red line of arable land, gradually transform all permanent basic farmland into high-standard farmland, deeply implement the seed industry revitalization action, strengthen agricultural science and technology and equipment support, improve the income guarantee mechanism for grain farmers and the interest compensation mechanism for major grain-producing areas, and ensure that the Chinese people firmly hold their rice bowl in their own hands. We must establish a broad view of food, develop facility agriculture, and build a diversified food supply system. We must develop rural characteristic industries and broaden the channels for farmers to increase their income and become wealthy. We must consolidate and expand the achievements of poverty alleviation and enhance the endogenous development momentum of poverty-stricken areas and people. We must coordinate the layout of rural infrastructure and public services and build livable, workable, and beautiful villages. We must consolidate and improve the basic rural management system, develop new types of rural collective economy, develop new agricultural business entities and socialized services, and develop appropriately scaled agricultural operations. Deepen the reform of the rural land system and grant farmers more comprehensive property rights. Protect the legitimate land rights of farmers who have moved to cities and encourage the legal, voluntary, and compensated transfer of land. We will thoroughly implement the regional coordinated development strategy, major regional strategies, functional zoning strategy, and new urbanization strategy; optimize the layout of major productive forces; and build a regional economic layout and territorial spatial system that is complementary and promotes high-quality development. We will promote the formation of a new pattern of western development, achieve new breakthroughs in the comprehensive revitalization of Northeast China, accelerate the rise of the central region, and encourage the eastern region to accelerate modernization. We will support the accelerated development of old revolutionary base areas and ethnic minority areas, strengthen the construction of border areas, and promote the prosperity and stability of border areas. We will promote the coordinated development of the Beijing-Tianjin-Hebei region, the development of the Yangtze River Economic Belt, and the integrated development of the Yangtze River Delta; and promote ecological protection and high-quality development of the Yellow River Basin. We will build the Xiong'an New Area to high standards and with high quality, and promote the construction of the Chengdu-Chongqing Twin-City Economic Circle. We will improve the functional zoning system and optimize the territorial spatial development pattern. We will promote people-centered new urbanization and accelerate the urbanization of the agricultural population. We will build a coordinated development pattern of large, medium, and small cities based on urban agglomerations and metropolitan areas, and promote urbanization with county towns as important carriers. We will uphold the principles of "people's cities are built by the people and for the people," improve urban planning, construction, and governance, accelerate the transformation of the development model of megacities and super-large cities, implement urban renewal initiatives, strengthen urban infrastructure construction, and create livable, resilient, and smart cities. We will develop the marine economy, protect the marine ecological environment, and accelerate the building of a maritime power.

　　(V) Promote high-level opening-up. Leveraging China's super-large market advantage, attract global resources and factors of production through the domestic economic cycle, enhance the synergistic effect of domestic and international markets and resources, and improve the quality and level of trade and investment cooperation. Steadily expand institutional opening-up in areas such as rules, regulations, management, and standards. Promote the optimization and upgrading of goods trade, innovate service trade development mechanisms, develop digital trade, and accelerate the construction of a strong trading nation. Reasonably reduce the negative list for foreign investment access, protect the rights and interests of foreign investors in accordance with the law, and create a first-class business environment that is market-oriented, rule-of-law based, and internationalized. Promote high-quality development of the Belt and Road Initiative. Optimize the regional opening-up layout, consolidate the leading position of opening-up in the eastern coastal areas, and improve the level of opening-up in the central and western regions and the northeast. Accelerate the construction of the Western Land-Sea New Corridor. Accelerate the construction of the Hainan Free Trade Port, implement the free trade zone upgrading strategy, and expand the network of high-standard free trade zones facing the world. Orderly promote the internationalization of the RMB. V. Implement the strategy of invigorating the nation through science and education, and strengthen talent support for modernization.

　　We must advance the construction of a beautiful China, adhere to the integrated protection and systematic governance of mountains, rivers, forests, fields, lakes, grasslands and deserts, coordinate industrial restructuring, pollution control, ecological protection and climate change response, and synergistically promote carbon reduction, pollution reduction, greening and growth, and promote ecological priority, conservation and intensive use, and green and low-carbon development.

XI. Advance the modernization of the national security system and capabilities, and resolutely safeguard national security and social stability.

We adhere to the one-China principle and the "1992 Consensus," and on this basis, we will promote extensive and in-depth consultations with all political parties, sectors, and strata in Taiwan on cross-strait relations and national reunification, jointly promoting the peaceful development of cross-strait relations and advancing the process of peaceful reunification of the motherland. We are committed to uniting with the vast majority of our Taiwan compatriots, firmly supporting the patriotic forces for reunification on the island, jointly grasping the historical trend, upholding national righteousness, and resolutely opposing "independence" and promoting reunification. Our great motherland will always be the strong backing of all patriotic forces for reunification!

　　People on both sides of the Taiwan Strait are connected by blood; we are one family with blood thicker than water. We have always respected, cared for, and worked to benefit our compatriots in Taiwan. We continue to dedicate ourselves to promoting cross-strait economic and cultural exchanges and cooperation, deepening cross-strait integration and development in various fields, improving systems and policies to enhance the well-being of our compatriots in Taiwan, promoting the joint development of Chinese culture, and fostering a closer bond between compatriots on both sides of the Strait.

　　Taiwan is China's Taiwan. The resolution of the Taiwan issue is a matter for the Chinese people themselves, and it must be decided by the Chinese people. We must adhere to the integration of learning, thinking, and application, and the unity of knowledge, belief, and action, transforming Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era into a powerful force for strengthening ideals, tempering Party spirit, guiding practice, and promoting work. We must combine theoretical arming with the regular and long-term study and education of Party history, guiding Party members and cadres to continuously learn history to understand principles, strengthen faith, cultivate virtue, and put knowledge into practice, inheriting the red gene and continuing the red lineage. We must carry out in-depth thematic education throughout the Party, focusing on leading cadres at the county and department levels and above.

　　(III) Improve the institutional and regulatory system for the Party's self-revolution. Adhere to governing the Party through institutions and regulations, taking the Party Constitution as the foundation and democratic centralism as the core, improve the system of intra-Party regulations, enhance the authority and enforceability of intra-Party regulations, and establish a mechanism for upholding truth, correcting errors, identifying problems, and rectifying deviations. Improve the Party's unified leadership, comprehensive coverage, and authoritative and efficient supervision system, improve the power supervision and restraint mechanism, with intra-Party supervision as the leading force, promote the integration and coordination of various types of supervision, and ensure that power operates in the sunlight. Promote the concretization, precision, and normalization of political supervision, and enhance the effectiveness of supervision over top leaders and leadership teams. Give full play to the sharp sword of political inspections, and strengthen the rectification of inspection findings and the application of results. Implement the political responsibility of comprehensively and strictly governing the Party, and make good use of the accountability mechanism.

　　(IV) Building a High-Quality Cadre Team Capable of Undertaking the Heavy Responsibility of National Rejuvenation. To comprehensively build a modern socialist country, we must have a cadre team that is politically sound, adaptable to the requirements of the new era, and capable of leading modernization. We must adhere to the principle of the Party's management of cadres, uphold the principle of selecting cadres based on both moral character and ability, prioritizing moral character, drawing from all corners of the country, and appointing people based on merit, and put the standards for good cadres in the new era into practice. We must establish a correct orientation in selecting and appointing personnel, selecting high-quality, professional cadres who are loyal, clean, and responsible, and selecting and appointing outstanding individuals to leadership positions at all levels. We must prioritize political standards, conduct thorough and rigorous assessments of cadres' political qualities, and emphasize strict adherence to political and integrity standards. We must strengthen practical training and professional development, focusing on honing cadres in major struggles to enhance their ability to promote high-quality development, serve the people, and prevent and resolve risks. We must strengthen the cultivation of cadres' fighting spirit and fighting skills, focusing on enhancing their ability to prevent risks, meet challenges, and resist suppression, leading by example and demonstrating competence in ordinary times, standing up in critical moments, and being willing to sacrifice in times of crisis. We will improve the cadre assessment and evaluation system, guide cadres to establish and practice a correct view of performance, and promote a system where cadres can be promoted or demoted, and enter or leave the workforce freely, creating a positive environment where the capable are promoted, the excellent are rewarded, the mediocre are demoted, and the incompetent are eliminated. We will focus on ensuring a steady stream of successors, improve the normalized mechanism for cultivating and selecting outstanding young cadres, and make training and development in grassroots and hardship areas an important pathway for cultivating young cadres. We will attach importance to the cultivation and selection of female cadres and give full play to their important role. We will attach importance to cultivating and utilizing ethnic minority cadres and coordinate the work related to non-Party cadres. We will do a good job in the work related to retired cadres. We will strengthen and improve the work of civil servants and optimize the allocation of organizational and staffing resources. We will adhere to a combination of strict management and care, strengthen comprehensive management and regular supervision of cadres, implement the "three distinctions," and encourage cadres to dare to take responsibility and act proactively. We will care for and support grassroots cadres, especially those in hardship areas.

Adhere to the clear orientation of prioritizing grassroots work, promote rural revitalization through Party building, strengthen Party building in urban communities, advance grassroots governance led by Party building, continuously rectify weak and disorganized grassroots Party organizations, and build grassroots Party organizations into strong fighting fortresses for effectively realizing the Party's leadership. Comprehensively improve the quality of Party building in government agencies and advance Party building in public institutions. Promote the strengthening of Party leadership in state-owned enterprises and financial enterprises through improved corporate governance, strengthen Party building in mixed-ownership enterprises and non-public enterprises, and streamline the management system for Party building in industry associations, academic societies, and chambers of commerce. Strengthen Party building in new economic organizations, new social organizations, and new employment groups. Focus on developing Party members from among young people, industrial workers, farmers, and intellectuals, and strengthen and improve the education and management of Party members, especially mobile Party members. Implement intra-Party democratic systems, protect the rights of Party members, and encourage Party members to play a vanguard and exemplary role. Seriously and prudently handle unqualified Party members to maintain the advanced nature and purity of the Party membership.

　　(VI) Uphold a strict approach to strengthen the rectification of conduct and discipline. The issue of Party conduct is a matter of life and death for the ruling party. We must carry forward the glorious traditions and fine work style of the Party, encouraging Party members, especially leading cadres, to take the lead in conducting in-depth investigations and research, and to get down to work, devise practical measures, and seek tangible results. We must relentlessly implement the spirit of the Central Committee's Eight-Point Regulation, focusing on the "key few" leading by example, continuously deepening the rectification of the "four forms of undesirable work style," with a focus on rectifying formalism and bureaucracy, and resolutely eliminating privileged thinking and behavior. We must grasp the regional, industry-specific, and phased characteristics of conduct construction, focusing on deeply addressing common and recurring problems, and promoting the normalization and long-term effectiveness of conduct construction. We must comprehensively strengthen Party discipline construction, urging leading cadres, especially senior cadres, to be strict with themselves, strictly responsible for their duties, and strictly manage their subordinates; any violations of Party discipline must be resolutely investigated and dealt with. We must adhere to the principle of simultaneously addressing Party spirit, Party conduct, and Party discipline, strengthening the foundation ideologically, enhancing Party consciousness, strengthening the ability to resist corruption and prevent degeneration, and cultivating a noble spirit that cannot be corrupted by wealth, swayed by poverty, or subdued by force.

　　(VII) Resolutely win the decisive and protracted battle against corruption. Corruption is the biggest cancer threatening the Party's vitality and fighting capacity, and fighting corruption is the most thorough self-revolution. As long as the soil and conditions for corruption exist, the fight against corruption must never stop, and the clarion call must always be sounded. We must adhere to the integrated approach of making officials not dare to be corrupt, not able to be corrupt, and not want to be corrupt, exerting efforts simultaneously, in the same direction, and comprehensively. We must fight corruption and punish evil with zero tolerance, more forcefully curb new cases, and more effectively eliminate existing cases. We must resolutely investigate and punish corruption involving both political and economic issues, resolutely prevent leading cadres from becoming spokespeople and agents of interest groups and powerful groups, and resolutely address the problem of collusion between government and business that damages the political ecology and economic development environment, without any leniency. We must deepen the rectification of corruption in areas with concentrated power, abundant funds, and rich resources, resolutely punish "petty corruption" around the masses, and seriously investigate and punish the problems of spouses, children, and their spouses, as well as their staff members, who use their influence to seek personal gain and engage in corruption. We must insist on investigating both bribery and offering bribes, and punish new types of corruption and hidden corruption. We must deepen international cooperation in the fight against corruption and build an integrated mechanism for pursuing fugitives, preventing escapes, and recovering stolen assets. We must deepen the comprehensive approach to addressing both the symptoms and root causes of corruption, advance national legislation against corruption, strengthen the construction of a culture of integrity in the new era, and educate and guide the vast number of Party members and cadres to enhance their awareness of not wanting to be corrupt, to conduct themselves with integrity and to do their work cleanly and honestly. We must ensure that severe punishment, regulation of power, and education and guidance are closely integrated and coordinated, so as to continuously achieve more institutional results and greater governance effectiveness.
